ISSUE: KLM Engineering is recommending three change orders to this project for a net reduction in contract price from $494,500 to $487,157.12. BACKGROUND: The following summarizes the proposed contract changes: Change Order 1: This change order was originally approved by Council on May 15, 2007. The original change order added $3,000 to the contract to allow additional venting to be installed during blasting and painting operations. The work covered by this change order was never completed. Therefore, Change Order 1 should be reversed. Change Order 2: This change order is a deduction of $7,842.88 for three electric bills paid by the City. Change Order 3: This change order is to replace the damaged pipe -style safety climb device with a more common cable -style safety device. This change order is an increase of $3,500. City Project No. 411 KLM Project No. MN1829 Dear Mr. Brotzler: Change Order No 1: This $3,500.00 change order was to install two (2) additional roof ventilation manways to provide additional ventilation during blasting, painting, and curing of the tower during reconditioning. By the time the change order was approved, OPC had completed the interior wet painting and had removed the rigging needed to weld, blast, and paint the interior wet portions of the manways. Therefore, change order no. 1 for $3,500.00 was never completed. Change Order No. 2: This change order is a deduction from the contract amount by $7,842.88 for three (3) electric bills paid by the city. 1 Master Electric Co. replaced water damaged Tight switches, three (3) globes (interior lights), and two (2) circuit breakers and photo cells for $675.65. 2 The city's electrician installed two (2) outlets on the tower for $4,625.39. 3 Sieman's Water Technologies replaced the Micrologix 1200 PLC damaged by dust and water. The cost was $2,541.84. The total cost for change order no. 2 was a deduction of $7,842.88. Change Order No. 3: This change order was a recommendation from KLM to change the damaged pipe style safety climb device to a DBI /SALA ladder safety system cable style safety device commonly installed on water towers.
