RECOMMENDED ACTION: Motion to authorize the hiring of Elements Inc. to construct the
four Welcome to Rosemount signs per Proposal T# 23922 and Proposal T# 23925.
Motion to authorize the hiring of Elements Inc. to construct the Fire Station #2 sign per
Proposal T# 24112 and Proposal T# 24113
Motion to authorize Xcel Energy to relocate the power pole at County Road 42 and
Diamond Path per the Statement of Work dated March 19, 2008.
ISSUE
The City of Rosemount is planning to install new Welcome to Rosemount signs this summer. Staff has
obtained three bids for sign construction and installation. Elements, Inc. has provided the best price for
the construction and installation of the four Welcome to Rosemount signs.
BACKGROUND
The City of Rosemount will be installing four new Welcome to Rosemount signs this summer, one each at
our northern, eastern, southern, and western boundaries. The City has obtained a permit to install the
western sign in the County Road 42 right -of -way and permits to install the northern and southern signs in
the Minnesota Highway 3 right -of -way. On the eastern boundary, the City has obtained an easement from
the Burger Family Limited Partnership to install the sign forty (40) feet north of the west bound lane.
The City has received three bids to construct and install the four monuments signs per the design attached
to this report. Elements, Inc provided the best price to construct the four signs at a total of $65,136. This
cost does not include tax, delivery charges, landscaping, or electricity for possible lighting.

Cost does not included tax, delivery charges, landscaping, or electricity for possible lighting.
While Elements and Lawrence provided an itemized bid, the project was bid as an entire package. This
means that Elements will not build the monuments if Lawrence was providing the signs.
At the western sign location (Diamond Path and County Road 42), there is an Xcel Energy power pole
that is located in front of the future sign site. Xcel Energy has provided a Statement of Work to move the
pole 30 feet to east for the price of $1,637.
The cost of constructing the signs and moving the pole has been included in the budget. There is $20,000
available that has been carried over from 2007 for the entrance signs and there is an additional $60,000 in
the 2008 CIP, for a total $80,000. This amount is enough to pay for the construction and installation of
the four monument signs, relocating the power pole, and hopefully electricity for the signs. Staff will be
contacting electricians to gather bids for the electrical work and will bring that information to the City
Council in the future.
The City has the need for a sign at Fire Station #2. Staff has prepared a sign design for Fire Station #2
that is similar to the Welcome to Rosemount signs. A diagram of the sign is attached. Elements, Inc has
prepared a bid of $14,481 (not including tax or delivery) for the construction and installation of the Fire
Station #2 sign. There is $15,396.91 remaining in the budget for Fire Station #2, which would cover the
cost of the sign.
If the City Council authorized Elements, Inc to construct the signs, they would be anticipated to be
constructed in May and installed in June or July. Landscaping for the signs is expected to be paid for
through the SKB landscaping funds and installed by City staff after the signs are installed.
Staff has placed stakes in the areas in which the signs will be located. Feel free to drive by those sites
before the meeting to evaluate the proposed locations.
SUMMARY
Staff recommends that the City Council hire Elements, Inc to install the four Welcome to Rosemount
signs and a sign for Fire Station #2. In addition, staff recommends that the City Council authorize Xcel
Energy to relocate the power pole at the intersection of Diamond Path and County Road 42 approximately
30 feet to the east to provide better visibility of the Welcome to Rosemount sign.

RE: Rosemount Entrance Gateway Monument Signage Base Bid
Lawrence Sign hereinafter referred to as Company, proposes to fumish for the above named customer, hereinafter referred to as CUSTOMER, the
items described below, subject to the terms and conditions set forth herein.
Lawrence Sign proposes to provide labor and materials necessary to complete the following custom signage project. Please note that permits are not included in this
l
Fabricate and install four (4) new non illuminated entrance monument signs at city entry points as determined by the City. Three (3) of the monument signs wN be double
faced and one (1) of the signs will be single faced. The sign face element will be 4'-4" tall x 9' -9' long x 4" deep and will be fabricated from welded aluminum framework
with an integrated anchor system to affix to the masonry monument support elements: The faces will be flat .125" thick aluminum with CNC routed logo and copy
elements. The routed elements will be 250' thick aluminum and wl stud mount flush 10 the sign faces: The black outlines at the sign face edges will be first surface
applied 3M Scotchcal vinyl. All exposed aluminum components will be add etched, sanded smooth and primed with zinc chromate. A color coat of Matthew's acrylc
polyurethane enamel will be applied to the elements consistent with the manufactures recommendations. The background will be a medium tan with the copy finished in
black. The logo "shamrock' will be patted to match PMS #348 green. (Exact colors T.B.D.)

Signage Element Total $16,572.00
Each sign will be installed on a twin pier monument structure with each element being 6' -10' tall x 5' -1' wide at the base and tapering to a 2` -3 wide top cap. The depth
will be 2 The monument elements will have spread fooling 5'-0' below grade and will have a stacked CMU sub structure with internal #5 rebar placed as required.
The CMU structure will be core fated with cement once complete. A 4" thick veneer of decorative stone lo an irregular shape configuration will be mortared in place and
will display recessed mortar joints (Note: Final stone end mortar selection T.B.D. Pricing is based on the stone samples provided but other selections may
effect final cost.) A precast top -cap will be dowel set into the top of each monument element. Each support structure will have two anchor units set to attach to the
sign's aluminum frame. The anchors will be tied to the rebar cage prior to the cement core fill of the structure. All support and attachment elements will be noncorrosive
treated. Price indudes excavation, back fit and removal of unused material and safety fencing placement and removal upon completion.
Price Each $33,661.00' Extended Cost $143,444.
