RECOMMENDED ACTION: Motion to authorize 24 hour, 7 days per week operation by
SKB Environmental between May 5, 2008 and July 31, 2008 associated with the I -35W
bridge reconstruction project.
BACKGROUND
Per the attached letter, SKB Environmental is requesting City Council approval their facility 24 hours, 7
days per week between May 5, 2008 and July 31, 2008 associated with the disposal of contaminated soils
from the I -35W bridge reconstruction project. As noted in the attached letter, SKB Environmental is
anticipating the need for extended operating hours to occur on an every other week basis.
In accordance with Paragraph 23 of the Interim Use Permit for SKB Environmental, an amendment to the
restricted working hours of 6:00 a.m. to 8:00 p.m., Monday through Saturday requires City Council
approval.
SUMMARY
In consideration of the regional significance of the project associated with the request for extended
working hours, staff is requesting Council approval of this request with the understanding that the
extended working hours are for work related to the I -35W bridge reconstruction project only.

Dear Ms. Lindquist:
SKB Environmental Inc. (SKB) is requesting an extension to the normal operating hours
at the SKB Rosemount Industrial Waste Facility (Facility) for the disposal of
contaminated soils from the 35W bridge reconstruction project. The extended hours are
needed to accommodate the aggressive construction schedule and avoid any unnecessary
delays in the project.
Specifically, SKB is requesting the ability to operate the Facility 24 hours a day, 7 days a
week between May 5, 2008 and July 31 2008. It is anticipated that these extended
hours would be utilized intermittently during this period with approximately 1 -week of
extended hours followed by 1 -week of normal operating hours as needed for the bridge
reconstruction. SKB will utilize the appropriate signage, lighting, and security measures
to assure the safety of all personnel using the Facility.
