BACKGROUND:
CITY COUNCIL
City Council Meeting: September 2, 2008
As part of MnDOT's funding program, projects are regularly solicited by MnDOT for improvements on
trunk highways that improve safety and operation on the trunk highway system. These locally- initiated
projects are eligible for MnDOT funding through MnDOT's Municipal Agreement Program. Municipal
agreement funding up to $500,000 of eligible construction cost is available for selected projects, plus 8%
for engineering. The deadline for FY2010 (funding available summer 2009) projects is September 15
The submittal of applications for municipal agreement projects requires a resolution of request from the
City Council.
The following three project areas have been identified:
1. Addition of left turn lanes on TH 3 at Canada Avenue
EXECUTIVE SUMMARY
In the City's Draft Transportation Plan, there were 16 crashes identified at this intersection based
on MnDOT records.
2. Signal System at TH 3 and 145 Street
The existing signal system at TH 3 and 145t Street is proposed to be replaced with a new signal
system to include phasing for left turns.
3. Southbound TH 3 right turn lane at 143 Street
In 2007, the City submitted an application for Highway Safety Improvement Projects (HSIP) funds
to construct a southbound right -turn lane on TH 3 at 143` Street. Unfortunately the project was
not selected for funding. Based on feedback received from the school district, the absence of a

right -turn lane and a skewed intersection angle creates vehicle conflicts for turning vehicles at the
intersection during peak times.
Two project applications are proposed to be submitted to MnDOT for funding. The first application
(attached) is for the proposed improvements on TH 3 at Canada Avenue. As noted in the application, the
total estimated project cost is $549,210. Of this amount, $456,270 is requested to be funded by MnDOT
with the remaining $92,940 funded by the City.
The second application includes both the proposed signal system improvements on TH 3 at 145t Street
and turn lane addition at 143r Street. The total estimated project cost is $517,500. Of this amount,
$289,900 is requested to be funded by MnDOT with the remaining $227,600 funded by the City.
The City's estimated cost of $92,940 and $227,600 will be funded with Municipal State Aid funds.
SUMMARY:
At this time, Staff is requesting Council approval of the attached resolutions.

A RESOLUTION REQUESTING FUNDING FROM Mn /DOT THROUGH THE MUNICIPAL

WHEREAS, the City of Rosemount wishes to improve the operation and safety of the intersection at TH 3
and Canada Avenue; and,
WHEREAS, the City of Rosemount is requesting financial participation in the project from the Minnesota
Department of Transportation (Mn /DOT) through the Municipal Agreement Program; and,
WHEREAS, the City of Rosemount is committed to providing the local share of the costs if the project is
selected as part of the upcoming Municipal Agreement Program; and,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ROSEMOUNT, DAKOTA COUNTY, MINNESOTA.
The City of Rosemount is requesting funding from Mn /DOT for improvements to the intersection at TH 3
and Canada Avenue.
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward certified
copies of this resolution to Mn /DOT as directed by the City Engineer.

The City of Rosemount is requesting that the proposed TH 3 at Canada Avenue Improvement
Project be considered for the Fiscal Year (FY) 2010 Municipal Agreement Program.
The attached proposed layout was developed based on meetings and discussions with Mn/DOT
staff. The proposed improvement includes widening TH 3 to provide a left -turn lane, through
lane, and right -turn lane for both approaches. The existing Stop sign control for Canada Avenue
will remain in place.
The City believes that this project falls within the Management Category for project selection.
This project provides safety, traffic, and geometric improvements to TH 3. The proposed project
will benefit the Trunk Highway System by providing left- and right -turn lane channelizations
and delineation for TH 3 traffic, thereby improving traffic safety at the intersection.
TH 3 is currently a two -lane roadway with stop signs on Canada Avenue. A 55 mph speed limit
is posted on TH 3. Currently, right -turn lanes do exist on TH 3. With no dedicated left -turn
lanes on TH 3, much of the traffic uses the right -turn lanes as bypass lanes, which creates unsafe
conditions for traffic on both TH 3 and Canada Avenue. The proposed improvements will
eliminate this issue by providing protected left -turn lanes and standard right -turn lanes for the
TH 3 approaches.
A crash investigation was conducted for this intersection. The previous five (5) years (2002
through 2006) data was collected. The results indicated there have been nine (9) crashes at the
intersection in that timeframe four (4) in 2006, none in 2005, two (2) in 2004, one (1) in 2003,
and two (2) in 2002. Of these crashes, all were either right -angle crashes, rear -end crashes, or
left -turn crashes. Approximately 45% of these crashes have involved some type of injury. The

resolution from the City Council has been prepared and approved at the September 2, 2008, City
Council meeting. A copy of the signed resolution is attached for your review.

project selection. This project provides the rehabilitation of the existing outdated signal system
as well as safety, traffic, and geometric improvements to TH 3. The proposed project will benefit
the Trunk Highway System by improving the signal phasing for left turning traffic at 145 Street
and improvin* the safety by adding right -turn lane channelization and delineation for TH 3
traffic at 143 Street.
TH 3 is currently a two -lane roadway with traffic signal control at 145 Street and a stop sign on
143 Street. A 30 mph speed limit is posted on TH 3. Currently, a center left -turn lane does
exist on TH 3. The existing traffic volume on TH 3 is 14,000 vehicles per day, an increase of
more than 9% from 2005. The existing traffic volume on 145 Street is 6200 vehicles per day,
an increase of more than 12% from 2005.

Currently, with no dedicated left -turn phasing for TH 3, traffic will turn in front of on- coming
vehicles, which creates unsafe conditions for traffic on both TH 3 and 145 Street. The
proposed improvements will eliminate this issue by providing protected left -turn phasing for the
TH 3 approaches. At 143 Street, there are a significant number of school buses and passenger
vehicles making the right turn from TH 3 especially during the AM peak hours. Much of the
traffic on TH 3 will use the center left -turn lane to bypass right turning vehicles creating an
unsafe condition. The proposed addition of a right -turn lane would eliminate this safety concern.
A crash investigation was conducted for each intersection. The previous five (5) years (2002
through 2006) data was collected. The results indicated there have been 28 crashes at the
intersection of 145 Street in that timeframe. Of these crashes, over half can be attributed to the
lack of left -turn phasing (i.e. Left Turn or Right Angle). At the intersection of 143 Street, there
have been three (3) crashes in the five -year timeframe.

FY 2010 MUNICIPAL AGREEMENT PROPOSAL
TH 3 AT 145 STREET AND 143" STREET IMPROVEMENTS
ROSEMOUNT, MN
The proposed TH 3 improvements will include:
1. Widening TH 3 to provide a right -turn lane for southbound TH 3 to wastbound 143 Street.
2. Update Traffic Signal phasing at 145 Street to provide a protective permissive left turn
phase.
3. Replace the existing Traffic Signal System with a new Fully Actuated system.
The proposed Preservation and Management Category project will benefit the Trunk Highway
System by improving the signal phasing for left turning traffic at 145 Street and improving the
safety by adding right -turn lane channelization and delineation for TH 3 traffic at 143 Street,
thereby improving traffic safety at the intersection.
TH 3 is currently a two -lane roadway with traffic signal control at 145 Street and a stop sign on
143 Street. A 30 mph speed limit is posted on TH 3. Currently, a center left -turn lane does exist
on TH 3. The existing traffic volume on TH 3 is 14,000 vehicles per day, an increase of more than
9% from 2005. The existing traffic volume on 145 Street is 6200 vehicles per day, an increase of
more than 12% from 2005.
Currently, with no dedicated left -turn phasing for TH 3, traffic will turn in front of on coming
vehicles, which creates unsafe conditions for traffic on both TH 3 and 145 Street. The proposed
improvements will eliminate this issue by providing protected left -turn phasing for the TH 3
approaches. At 143 Street, there are a significant number of school buses and passenger vehicles
making the right turn from TH 3 especially during the AM peak hours. Much of the traffic on TH 3
will use the center left-turn lane to bypass right turning vehicles creating an unsafe condition. The
proposed addition of a right -turn lane would eliminate this safety concern.
