APPROVED BY: RECOMMENDED ACTION: None, discussion only ISSUE Parks and Recreation Department staff have been working with staff from Rosemount High School(RHS) to come to an agreement on allowing students to use the Rosemount Community Center/Armory Paxking lot as an overflow lotwhen the high school has exhausted their available parking areas. Staff from the City and RHS have come to tentarive administrative agreement to allow RHS to sell a limited amount of reduced rate parking passes for parking at the Cominunity Center once RHS sells out of their permits.This will assist RHS with students who wish to buy a parking pass,but does not address-the issue of students who will not pay for a parking pass. BACKGROUND In the fall of 2004 Ciry Staff contacted the Rosemount High Schoolxegarding the growing nurnber of students parking at the Community Center(65-80 per da,y) and the number of unused spaces at RFiS.RHS inforrned City Staff that they had enough parking for the students parking at the Community Center but that the students did not want to pay the parking fee required by the ISD 196. Due to the trash being left in the lot before and after school,regular occurrences of unsafe driving habits,and on occasion the con#lict for parking spaces between the Community Center users and the students,staff felt it was best to ask the students to no longer pa.rk at the Community Center.The timing of the decision was also influenced bp the start up of the construcrion of the sports dome. The City did consider implementing a pay-for-parkpertnitting process for RHS students. However,when balancing the additional administration and enforcement for such a practice with the fact that RHS had space available and some students would not buy a pass from the City ar RHS,we have chosen not to pursue a permit poliry at that time. SUMMARY Once RHS sells all of their available parking permits they would have access to approximately 44 stalls at the Community Center. RHS would provide the services needed to support the students parking at the Community Center. Parks and Recreation staff are also proposing to coordinate with the National Guard to post signs indicating that the Community Center/Armory parking lots are for Community Center/Armory event parking.Staff feels that we need to have some enforcement plan in place if signs go up and would invite Council input.
