The site pla.n review represents an important step in the planning process to move farwaxd with the project. SUMMARY 'I"he Planning Commission will be reviewing the site plan for Fire Sta,tion#2 at its meeting on July 12. Appxoval of the site plan by the Planning Cornmission would be the necessary authorization to continue forward with the project planning,unless an appeal to the City Cocuicil were requested. Elimination of the "restrictive parking"within 30 feet of the Connemara Trail right-of- way. 2. Permission by Northern Natural Gas company for the parking lot and driveway encroachment into the i eline easement. ISSUE The City of Rosemount will construct a fire station on the north side of Connemara Trail,north and east of the Biscayne Pointe housing development The site is clirectly west of the new park atea of the Centex Meadows of Bloomfield development. BACKGROUND In 2004, the City acquired approximately 6 acres of land for City services to the area east of highway 3, Yapidly developing for uxban residential use. The site will provide space for a water tower vvhich is currendy undex construction as well as the fire station. The fire starion will occupy the southerly 2.3 acxes (appxoximately) of the site along the north side of Connemaxa Trail. Site Data Comprehensive Plan land use: Urban Residential (LTR) Current Zoning: R-1,Low Density Residential Proposed Building: 12,650 sq. ft. fire station with 3 vehicle bays and support facilities. 'I'he fire station is considered an "essential service" facility, a permitted use in the R-1 zoning district. Surrounding land uses West—Tree farm(assumed future urban residential) East—Park faciliries under construction with the Meadows of Bloomfield housing development. - South—Biscayne Pointe single-family housing North—Future water tower,well&water treatment plant. Site Characteristics The fixe station is sited with direct access to Connemaxa Txail. The location is as centrally located as possible in the developing axea east of State Highway 3. Connemara Trail provides expedient access to both sides of the railroad tracks over the new bridge, or to go northeast on Autumn Path to the future development areas north of 135`�Street T'he elevation of the site rises to the north, appropriate for .' the intended water tower. There is also an 86-foot wide pipeline easement extending north and south across the eastern edge of the site. Access & Circulation Traffic to the fire station will utilize Azalea Avenue,approxirrxately 250 feet east of the building. Azalea Avenue extends north from Connemata Trail,into the park. The street curves to the west, transitioning into a driveway to the fire station. The dxiveway includes a connection to the north for the water towex site. This access location allows for xeturning trucks, firefightexs and visitors to access parking behind the building or along side of the building. Fire apparatus entex the vehicle bays from the rear of the building and drive-though so that they can exit directly onto Connemara Trail. All othex traffic will have to e�cit back thxough Azalea Ave. Parkinglot T'he xear of the building has a large paved area that includes 20 parking spaces along the perimeter of the enttance to the fire truck bays. The parking lot on the east side of the building is double-loaded I with 27 spaces and a pedestrian plaza area that extends into the parking lot. The eastern edge of the ' parking lot is within the pipeline easement which will require permission from the Northern Natural Gas Company. There is enough space to add an additional 34 parking spaces east of the pipeline by utilizing some of the park land west of Azalea Ave. The plans also show a cross-hatched parking area on either side of the Connemara Trail entrance for firefighters labeled as "restrictive parking." Burlding Characteristres The building varies in height with the vehicle bay axea and dixecdy associated rooms having a height of 25 feet ovexall. The building steps down to a 14 ft. height for the dispatch area,restroams and a meeting room. The change in height is emphasized with a horizontal accent band that becomes the roof line for the lower portion of the building. Lastly, there is a small towex over the easterly builcling entrance to the parking lot. The 25 ft. tower provides some balance for the lower building height. It consists of translucent matexial and will have a clock. The maximum building height pexmitted in the R-1 district is 35 feet. The building materials consist primarily of brick with horizontal accent bands separating 3 shades of brown and the building block base course. T'he middle brown shade is the darkest. The base of the building is a buff-colored rock-faced concrete block. The block forms an 18-inch high wainscoting beneath the windows that rises to a 3-foot height on either side of the overhead dooxs and the west elevarion where there are no doors or windows. The south elevation containing the 3 overhead doors, the dispatch axea and easterly building entrance all have axched canopies that break up the horizontal lines of the building. T'here is also an�ched xoof over the clock tower. These canopies consist of green standing-seam rnetal that provides some color contrast to the brown and buff brick. Setback revrew Normal R-1,Low Density Yesidential setbacks are provided fox discussion, and neighborhood context. However,public and institutional setbacks axe also provided given the scale of the building being sixnilax to other public uses such as schools or chuxches that would be conditional uses in R-1. All setbacks axe measured to property lines. East side patking 37.01 feet (front yard) 20 feet 30 feet* Restrictive paxking 5-24 feet(angled) 20 feet 30 feet* West side parking 30.17 feet 20 feet 5 feet Reax yard N/A 30 feet 30 feet *except parking may occ�in driveways as an exception to the setback T'he only concern is that the restrictive paxking shown on either side of the driveway does encroach into a setback area that would be required of a typical public use such as a school or chuxch as a conditional use in the R-1 District. Landscaping and Sidewalks/Trarls A landscaping plan is being prepared by staff. T'he ordinance requirements as they would be applied to a public use call for 32 trees including boulevard trees along Connemara Trail extending to Azalea Ave. The building perimeter would require 52 foundation planting shrubs. The pipeline corridor creates a gap were it is likely that trees would be pxohibited. Given the extensive paving around the building perimeter, the shrubs have been clustered in several locations,primarily to screen the parking lots from nearby residential uses. Significant changes in elevation,particularly on the west side require the installation of a 3-4 ft. high retaining wall along the western edge of the paxking lot behind the building. The land slopes upwaxd beyond the wall, serving to screen the parking lot from future residential use to the west. Small trees are proposed uphill behind the retaining wall. A 5-foot wide sidewalk is located on the north side of Connemara Trail, extending to Azalea Ave. Recommendation The site plan fits well within the southern portion of the 6-acre site acquired by the City of the water tower and the fire station.
