No Parking signage on 143rd Street, Upper 143�d Street, 144th Street and Cimarron Avenue
in the Carrollton addition located adjacent to Chili Avenue.
ACTION:
BACKGROUND
Parking on residential streets near Rosemount High School has been restricted by signage
between Chili Avenue and Cantata Avenue since the early 1990s. This has been effective in
preventing students from RHS parking in that residential neighborhood. As the student
population has increased at RHS and more students have chosen to drive rather than ride
buses to RHS, students have begun to park on the nearby streets.
SUMMARY
During this school year, an increasing number of students have begun to park on 143`a and
Upper 143�d Streets west of Chili Avenue. Residents of this neighborhood have expressed
concerns regarding the on-street parking. A survey was sent to all residents in the Garrollton
addition to solicit their feedback on resolving the parking issue. Of the surveys returned,
nearly eighty percent (31 of 39) stated that they preferred the installation of the same signage
located east of Chili Avenue — No Parking School Days 7:00 AM - 3:30 PM Permit Parking
Only.
Based upon residents' response to the survey and to remain consistent with no parking
signage atready posted in the vicinity, Council is asked ta approve of the installation of No
Parking signs as described in the attached resolution.

A RESOLUTION DIRECTING PLACEMENT OF NO PARKING SIGNS
ALONG BOTH SIDES OF 143 STREET WEST,UPPER 143 STREET WEST, 144 STREET
WEST AND CIMARRON AVENUE IN THE CARROLTON NEIGHBORHOOD
IMMEDIATELY ADJACENT TO THE WEST OF CHILI AVENUE.
WHEREAS,the City Council of the City of Rosemount is interested in the safety of its residents; and
WHEREAS,the proximity of the Carrallton neighborhood to Rosemount High School results in non-
residents of this residential neighborhood routinely parking on the streets; and
WHEREAS,vehicle parking along both sides 143 Street West, Upper 143 Street West and 144 Street
West from Chili Avenue up to and including Cimarron Avenue creates undue hazards for other
motorists and pedestrians, and
WHEREAS, vehicle parking along both sides of these streets also disrupts the normal activities of a
residential neighborhood,
NOW THEREFORE BE IT RESOLVED,that the City Council of the City of Rosemount directs the
installation of the appropriate "No Parking School Days 7:00 AM—3:30 PM Permit Parking Only"
signs on both sides of 143 Street West, Upper 143 Street West and 144 Street West from Chili Avenue
up to and including Cimarron Avenue.
