ATTACHMENTS: Proposed Services Outline APPROVED BY: LJM RECOMMENDED ACTION: Motion to recommend the City Council approve entering into a professional services agreement with WSB to provide engineering services for the Rosemount Armory/Community Center Parking Lot Replacement Project. ISSUE At the City Council meeting on Tuesday, January 17, 2016, a joint powers agreement was approved between the Minnesota Army National Guard and the City of Rosemount to replace the shared parking lot. The total project cost including professional services is estimated at $696,350.00. The City’s portion of the project would cost an estimated $416,520.00 and the National Guard’s portion would cost an estimated $279,830.00. We are at a point now where we need to move forward on the project by hiring an engineering firm to create the final plans/specs, perform pavement and geotechnical analysis and provide construction management. Staff requested that WSB and Associates provide a proposal for the necessary services. WSB has assisted City staff with the project for the last couple of years since the National Guard first requested we move forward on the parking lot improvements. They have performed the initial inspections, continued to monitor the conditions of the lot and created the estimates for the project. The consulting services that we typically need for a project like this include: Step 1 – Final Design ($32,026) The final design work will include a survey, plans and specifications, quantity estimates, prep of bidding documents, project meetings and project coordination. Step 2 – Pavement and Geotechnical Analysis ($3,465) WSB will conduct soil borings and prepare a geotechnical report for the proposed project area to confirm the assumptions made about the pavement and subgrade conditions. Approximately ten (10) shallow borings will be conducted throughout the site. Step 3 – Construction Management ($25,748) The consultant would coordinate the construction process, construction observations/inspections, construction staking and contract administration. This letter proposal outlines the services for preparing plans and specifications, contract administration, and construction management to complete the parking lot improvements. PROJECT APPROACH/SCOPE OF SERVICES WSB’s project scope and proposed work plan are based on our understanding of the project. In order to complete the project, we propose the following scope of services: Task 1: Final Design WSB will complete the final design services, including, but not limited to:  Topographic survey  Preparation of plans and specifications  Quantity and cost estimates  Preparation of bidding documents  Project kick-off and update meetings  City coordination Cost: $ 32,026 Task 2: Pavement and Geotechnical Analysis WSB will conduct soil borings and prepare a geotechnical report for the proposed project area to confirm the assumptions made about the pavement and subgrade conditions. Approximately ten (10) shallow borings will be conducted throughout the site Cost: $ 3,465 Task 3: Construction Management WSB will provide construction management services, including, but not limited to:  Daily construction observation  Construction survey staking  Conduct construction meetings  Contract administration Depending on the construction phasing which will be determined during design, we anticipate construction to take approximately six (6) weeks. PROPOSED FEE We propose to conduct the work listed above on an hourly basis for an estimated total fee of $61,239.00. We will review our progress weekly and will not exceed this amount without your prior approval should the scope of the project change. This letter represents our entire understanding of the project scope. If you are in agreement, please sign on the space provided and return one original signed copy to us for our records.
