RECOMMENDED ACTION: Direction for immediate openings and approval to begin
process for appointments Select possible interview dates in late February
ACTION:
ISSUE
Discuss commission appointment process to maintain commissions at the maximum
working level to benefit the community
BACKGROUND
Assuming Council Member Sterner resigns his seat on the Parks and Recreation
Commission, there will be two immediate openings due to the election results, one on the
Parks and Recreation Commission and one on the Port Authority Commission
There are six commission terms expiring on March 31, 2005 The normal process begins
by notifying each commissioner and inviting them to re -apply for the same position or one
of the other open commissioner positions Department Heads check the attendance of
these commissioners to make sure they qualify for another term A press release or ad is
presented to the local newspapers to locate additional interested residents Interviews are
required for all open positions An application deadline date is suggested as February 11,
2005 Interviews would be set sometime in the following two weeks, and appointment
would be made at the first or second City Council meeting in March The new
commissioners would begin the first commission meeting in April

SUMMARY
Council is requested to discuss whether the immediate commissioner vacancies
should be filled now or at the same time as the other commissioner applicants we
interview
Regarding the regular process for filling commissioner seats, staff suggests that
applications be accepted until February 11 Names and number of applicants
could then be presented to City Council at the Feb 15 meeting If the turn out is
low, Council could direct staff to place additional ads and move back the application
deadline date Possible interview dates could also be set at this meeting
It is not know at this time if any out -going commissioners wish to return to their
position

At the March 13, 2004 Special Council Meeting City Council interviewed 8 candidates for positions on
the Parks Recreation Commission, Planning Commission and the Public Utilities Commission Upon
the completion of the interviews a majority of Council identified candidates to serve on the commissions
with specified terms as follows

John Pow ell 1 year term (filling David Anderson's term)
Parks Commission
Michael Ehason 3 year term (reappointment)
Phillip Steiner 3 year term (reappointment)
Leslie Defnes 2 year term (filling Steve Wilson's term)
Utilities Commission
Joan Schneider 3 year term (replacing Don Berg)
Staff and Council recommend the appointments as listed
RECOMMENDED ACTION: Motion to appoint commissioners to the City of Rosemount's
commissions beginning April 1, 2004 as follows Planning Commission Laurie Humphrey,
Valerie Schultz, and John Powell Parks Recreation Committee Mike Ehason, Phillip
Sterner, and Leslie Defnes, and Utilities Commission Joan Schneider

Re Tenns of Office of Port Authority Conmmssioners

Based on information provided by Linda Tentiiik, it seems to me that the terms of office of
Commissioners Zimmer and Baxter will expire in February of 2005 and February of 2008
respectively
Commissioner Zimmer was appointed to fill the unexpired term of former Commissioner Kevin
Carroll Mm Carroll's term would have run fiom February of 1999 to February of 2005 Therefore,
Commissioner Zimmer was appointed to fill the unexpired part of a six year tern, and restoring the
terms of Port Authority Comnnnssmoner to six yearns would restore the length of that unexpired tern
Ms Zimmer's term will expire in February of 2005
Mr Baxter was originally appointed to fill the unexpired term of Commissioner Norm Miller Mr
MtDer's tern wnuld haN e expired in February of 2002 Mr Baxter's tern therefore expired in 2002
and he was reappointed in Match of 2002 That reappointment was thought to be a three year
appommnent However, with the change of term, restorng the terns to six years, Mr Baxter's tern
will expire in February of 2008
