ACTION: ISSUE: Staff are requesting to have certain city streets temporarily closed for conducting events in conjunction with the 2004 Leprechaun Days Celebration. The reason for the street closings is to provide safe event sites. BACKGROUND: For the past several years the Leprechaun Days Celebration organizers have submitted a request for services and temporary street closings to the City Council. Because the city is coordinating this year's celebration, staff will not be submitting a service request form but we still would ask the Council to approve temporary street closings, SUMMARY Staff is recommending the following temporary street closings be approved by council: 1. Big Wheel, Trike and Scooter Races plus Penny Scramble Wednesday, July 28 5:00 pm to 8 :30 pm Burma Ave. from 145t St. to 146 2. Parade Saturday, July 31 11:00 am to 2:15 pm Starting at RHS - Chili Ave. south to 145 , east on 145 Street to Camero Ave, Camero Ave. north to RMS LEPRECHAUN DAYS 2004 — Street Closings & Request for Citv maintenance staff, equipment and vehicles as of 6 -29 -04 Da /Date Event Location Vehicle/Equipment/Staff Time Notes: Saturday, July 24 Run for the Gold U of M Property — Dakota 3 Public Works Staff By 7:00am Park & Rec. to provide; County Tech College 2 portable restrooms on Cones for the route trailer Course signs Small generator Start/Finish Banner 1 Truck — to hold sign 14' Pole — to hold sign Public Works; Small Generator Move portable toilets to site, 6 Barricades set & man race course Sunday, July 25 Kiddie Parade American Legion Pavilion Police should handle traffic Registration at 5:30pm Parade route will begin at — Central Park control on 145 street Parade begins at 6:00pm the legion and end up at while youth cross from Central Park Legion to Central Park. No street closings Monday, July 26 Family Fun Day @ Cub Cub Foods No equipment requests at Foods this time. Possibly the addition of 10 -12 barricades may be needed. Tuesday, July 27 Bathtub Races Central Park Paved Hockey Remove Skate Park Knights have changed day (New date and location) Rink equipment by Tuesday and location. No additional City Staff necessary. Wednesday, July 28 Fishing Derby Schwartz Pond (High Mow grass around Before 4:30pm on East Shore — North of School pond) shoreline at pond. I will be Wednesday Bridge (same as usual) checking with Dan Schultz regarding this, may skip mowing this year due to DNR Wednesday, July 28 Trike, Big Wheel and Rosemount Legion on Cones, barricades & no Drop equipment during Drop off cones and Scooter Races & Penny Burma Avenue parking signs on Burma the day before 3:00pm barricades and post no Scramble Ave. from 145 to 146` parking signs on Burma. 2 barricades Burma at 145th; Burma at 146 Cones at legion driveways and front doors to homes and Senior Center. Thursday, July 29 Fishing Derby Schwartz Pond 1 portable toilet near By 8:30am bridge at the pond on Thursday before 8:30am Thursday, July 29 Family Fun Night & Teen City Hall Parking Lot Barricade City Hall Family Fun Night & I will forward a map of City Battle of the Bands parking lot for no vehicle Teen battle of the Bands Hall parking lot layout entrance. Yield to 6:00pm — 10:00pm which will be provided by Pedestrians signs w/ Joe Walsh. flashing lights. Teen Battle of the Bands Handicapped parking on may require a few police or 145 Street. reserve officers Friday, July 30 Mid Summer Faire City Hall Mow Central Friday Shut off irrigation by Orange fencing for Beer 7:30am. High RHS. control out to HWY 3. School moves south on Parade committee will post Chili, east on 145', north No Parking Signs. on Camero to Rsmt. Middle School. Parade committee will post No Parking Signs. Saturday, July 31 Grande Day Parade Canada & 145th Street Sweeper After Parade (start time Pick up cones, barricades 12:0 m - Noon) and sweep street Saturday, July 31 Fireworks Erickson Park No parking on East side of 10:00pm Brazil Ave (already enforced) "do not cross" tape from Police to block off Erickson fields 4 & 5, soccer field and MN Koch Trail.
