RECOMMENDED ACTION: Motion to approve the temporary 3.2% Malt Liquor and On-
Sale Liquor licenses with the stipulated change to curtail music for the on -sale liquor
applicants at 11:00 p.m.
ACTION:
ISSUE
Leprechaun Days triggers many events, several wish to sell and serve beer and liquor
outdoors. These types of temporary liquor events require City Council approval.
BACKGROUND
The City has supported community events with the idea of safety and enjoyment for the
community. Last year outdoor music was played until midnight and several residents
complained of the music being disruptive. Staff recommends the music be curtailed at 11:00
p.m. The outdoor on -sale could continue until midnight.
Shenanigan's made an amendment to their liquor license allowing them to have a maximum
of six outdoor events a year. It had one event during Leprechaun Days which was received
well. Staff recommends that outdoor music be curtailed at 11:00 p.m. due to its closeness to
residential homes and to be consistent with the ending of the music in Central Park.

Rosemount Council, or City Planner:
Last year Shenanigan's Pub came to the council with a request for a temporary permit to extend
our license into our parking lot in an enclosed area. We were granted by the council the ability to
have, on special occasions, a tent or fenced in area to contain an overflow of customers. Last
year we had a tent and a band during Leprechaun Days. It was a great success for us, and we
have had many requests to do it again.
At the time of last years meeting Shenanigan's was given up to six occasions per year to have a
tent in our parking lot. We only took advantage of this one weekend. We were told that in order
to do it again, the city would need to be notified, and our tent or confined area would have to be
inspected by the city fire inspector.
So this letter is being sent to notify the city of our desire to have a tent and fenced in area outside
the bar on the south side as we did last year. I have not included a map or sketch of the area as
there should already be one on file. The only change to the map would be that we intend to have
a smaller tent this year, and just make use of fencing to barricade off the area. It is our hope that
this will not cause any problems with the city. We plan to have a band play on Friday night from
9 until 12 and have a DJ on Saturday night during the same time frame.
We at Shenanigan's Pub appreciate your time and consideration in this matter. If there are any
questions or problems please call 651 -502 -2385.
Sincerely,
f
G
