Staff would like to discuss what in -kind services the Council will support providing should a
new committee be formed and services requested.
BACKGROUND
In 2004 the Parks and Recreation Department coordinated the Leprechaun Days Celebration.
Prior to and after the 2004 event, the Council have indicated that they would like to see a
volunteer committee made up of community members be responsible to plan and conduct the
event.
Staff recently held a wrap up meeting to review the 2004 event and discuss the 2005 event.
Approximately 20 people attended the meeting along with four Parks and Recreation
Department staff members. After discussing the 2004 event staff led a discussion regarding
the Special Event Policy that requires groups requesting in -kind services to meet certain
requirements before the City will provide those services. Staff also passed along the hopes
of seeing a volunteer committee formed. During the meeting a number of people showed an
interest in being part of a group that would coordinate future Leprechaun Days Celebrations.
SUMMARY
In -kind services that have been provided in past years included storage space in the MN
DOT building, free use of city parks, postage, staff and supplies from the Parks and
Recreation, Public Works, Police and Fire Departments. Staff is looking for direction that we
can pass on to a future committee regarding what in -kind services will be available from the
City in the future.

Staff would like to provide an update on the status of the Wiklund Property Preservation
Project.
BACKGROUND
Staff is working with the DNR, Dakota County and the Friends of the Mississippi River to
purchase a conservation easement over the 25 acres owned by Aina Wiklund. Ms. Wiklund
then plans to split her lot and donate the fee title to 15 acres of the land to the City.
One issue that the partners have encountered with this project is that the Wiklund property
does not have any frontage or current legal access to Bacardi Avenue. The property between
Bacardi Avenue and the Wiklund property is owned by Earl Bester. Staff have been in contact
with Mr. Bester about his strip of land east of Bacardi Avenue.
SUMMARY
Prior to the partners being able to purchase the conservation easement from Wiklund we
need to have access to the land. Staff have been in contact with Bester and his attorney and
have discussed possible opportunities to get access to the Wiklund property such a land
purchasing the land, purchasing easements, accepting the land through parks dedication now
or in the future. Staff will provide the City Council with an update of the most recent
discussions with Mr. Bester's attorney.
