RECOMMENDED ACTION: Motion to approve an agreement with the Minnesota
Department of Public Safety - Office of Traffic Safety to authorize the Rosemount
Police Department to participate in the Safe & Sober program and with the Dakota
County Attorneys Office to partner with agencies for the activities of the Safe
Communities Grant and authorize the Chief of Police to sign and execute the
necessary agreements and documents to implement these projects.
ACTION:
BACKGROUND
A cooperative grant application on behalf of the Eagan and Rosemount Police Departments
was submitted earlier this year to the Office of Traffic Safety for the 2004 —2005 Safe & Sober
campaign. In September, the Department was notified that the grant had been awarded.
This grant program focuses on concentrating traffic enforcement efforts on specific traffic
violations during designated time periods throughout the year. In addition to the enforcement
efforts, press releases are also regularly distributed to educate the public about the need to
wear safety belts, utilize child safety restraints and to drive safely by obeying all traffic laws.
The grant is to fund overtime for officers to concentrate on traffic enforcement.
The Police Department has been awarded Safe & Sober grants in four of the last five years
and this is the third year in which Rosemount and Eagan have received a cooperative grant.
This program is consistent with the Council's goal of having the City be a safe community in
which to live. The total grant award is for $14,000 and it is anticipated that Rosemount will
use approximately $4000 of the funding.
The Department has also been awarded a grant in partnership with the Dakota County
Attorneys Office. This is a cooperative effort involving numerous schools and law
enforcement agencies within the county. The purpose of this grant is to increase seat belt
usage among high school aged youth and to reduce underage alcohol use by teens.
SUMMARY
The Council is asked to approve the participation in each of these grant programs.

RESOLUTION 2004 --
A RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT ENTITLED
SAFE & SOBER COMMUNITIES
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota to enter into an
agreement with the Minnesota Department of Public Safety , Office of Traffic Safety for the
project entitled Safe & Sober Communities during the period from October 1, 2004 through
September 30, 2005.
Be it further resolved that the Chief of Police of the Rosemount Police Department is hereby
authorized to execute and sign such agreements and amendments as are necessary to implement
the project on behalf of the City Council of the City of Rosemount.
ADOPTED this 5th day of October 2004, by the City Council of the City of Rosemount.
