RECOMMENDED ACTION: MOTION to approve applications for renewal of 3'r% Malt
Liquor licenses as listed below for the period of July 1, 2004 through June 30, 2005
pending all required Certificates of Insurance.
ACTION:
ISSUE
Renewal of existing malt liquor on and off sale liquor licenses for 2004 -2005.
BACKGROUND
The Police Department was able to_ do back ground checks for four of the businesses, Cub
Foods, Rich Valley Golf Club, Kwik Trip, and Pizza Hut. There was nothing discovered that
would warrant denial of these liquor license renewals. TOPS turned in their renewal
application on Friday, June 4 th and their investigation was also recommended for renewal.
SUMMARY
The businesses listed below have submitted applications for renewal of their 3.2% Malt
Liquor Licenses for the period of July 1, 2004 through June 30, 2005:
Cub Foods, Supervalu, Inc. Off -Sale Pizza Hut On -Sale
3784 150th St. W. 15065 Canada Ave.
Kwik Trip, Inc. Off -Sale Rich Valley Golf Club On -Sale
14810 S. Robert Trail 3855 145th Street East
Tops Pizza & Hoagies On -Sale
14533 Dodd Boulevard
Each applicant has submitted either the $250.00 On -Sale License fee or the $160.00 Off -
Sale license fee. The liquor liability for Pizza Hut will be renewed July 1, 2004 by their
corporate office so their required certification of insurance will be submitted the week prior.
All other Certificates of Insurance have been received.
Police Chief Kalstabakken found no cause for denial of any of these applicants. All
compliance checks were passed. Staff recommends approval of these 3.2% Malt Liquor
License renewals.

SUBJECT: 3.2% Malt Liquor License Rene
Police Department staff has reviewed the calls for service at each of the following four
(4) businesses for the past twelve months:
Cub Foods 3784 150 Street West
Rich Valley Golf Club 3855 145 Street West
Kwik Trip 14810 Robert Trail South
Pizza Hut 15065 Canada Avenue
Based on a review of the calls, there are no specific calls directly related to the liquor
sales at the businesses that are a cause for concern. In addition, each of the businesses
did pass an alcohol sales compliance check in 2003.
Applicable criminal history checks were also conducted on each of the individuals
applying for the liquor licenses. There was not anything discovered in this review either
that should prevent the renewal of any of the licenses.

The TOPS Investigation is done as of today and there were no problems there either. You
can include TOPS in your first paragraph now.
