Water Conservation Ordinance - Second ReadingCITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION CITY COUNCIL MEETING DATE: February 3, 2004 AGENDA ITEM: 2" Reading - Water Conservation Ordinance AGENDA SECTION: Old Business PREPARED BY: Andrew J. Brotzler, P.E., City Engineer W I N , JQ .p ATTACHMENTS: Ordinance and Resolution APPROVED BY: Background: The City of Rosemount currently has an ordinance that restricts the usage of municipal water for lawn and landscaping maintenance. The ordinance restricts usage on an odd -even calendar day basis by house address as a water usage conservation measure. With the current ordinance, the enforcement of the ordinance is difficult as a violation of the ordinance is a misdemeanor. As municipal water usage is directly related to the number of municipal wells and water towers required to meet water demands, conservation of water by water users is important to reduce the need for capital improvements to the City's municipal water system. It is therefore important for the City to continue to inform water users of methods and techniques to conserve water. Over the past several months, Staff has worked with the Utility Commission and City Council to develop an update to the current ordinance to promote the conservation of water. Proposed Ordinance Amendment: To improve the ability of the City to enforce the water usage ordinance, it is proposed that the current ordinance be modified as follows: 1) Enforcement of the ordinance administratively by City staff, particularly the Public Works Department. 2) No watering of lawns or landscaping permitted between the hours of noon and 6:00 p.m. on any day. ' . 1 . 4 The above restrictions are proposed to be in effect between May 1 and August 31 of each year. A copy of the proposed ordinance is attached. Also attached is a resolution establishing penalty amounts for violation of the proposed ordinance. The proposed penalty amounts are as follows: 1 Violation Warning 2" a Violation $50.00 penalty 3 Violation $100.00 penalty 4 Violation $200.00 penalty Penalties to be charged with quarterly water bills.
