Brotzler, P.E., City Engineer NO- ATTACHMENTS: Resolution, Letter APPROVED BY Please find attached a letter from the MCES dated December 8, 2003, requesting the submittal of information by the City of Rosemount to meet the requirements of a Tier II Comprehensive Sewer Plan. After reviewing the requirements for a Tier II Comprehensive Sewer Plan and discussions with MCES, it has been determined that the Tier I sewer element included with the City's Comprehensive Plan meets the requirements of the Tier II Comprehensive Sewer Plan. At this time, the only action required of the City is request by resolution of the City Council that MCES review the City's Tier I Sewer element as part of the Comprehensive Plan to fulfill the requirements of the Tier II Comprehensive Sewer Plan. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION ADOPTING CITY OF ROSEMOUNT COMPREHENSIVE PLAN. COUNCIL ACTION: i CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2004 — A RESOLUTION ADOPTING CITY OF ROSEMOUNT COMPREHENSIVE PLAN WHEREAS, the City of Rosemount has completed a long -range study and planning process which has resulted in formulation of the 2020 City of Rosemount Comprehensive Plan; and WHEREAS, in preparing the Comprehensive Plan, the City held open houses to allow for pubic participation and input into the development of the Plan; and WHEREAS, the Planning Commission, following proper notice, held and continued public hearings for a second time on September 14, 1999 and September 28, 1999,respectively; and WHEREAS, the City Council, on October 13, 1999 heard the Planning Commission presentation of the Comprehensive Plan; and WHEREAS, on November 16, 1999 the City Council listened to public comment of all interested persons and passed a motion to forward the modified Comprehensive Plan onto Metropolitan Council; and WHEREAS, in January, 2000 the 2020 City of Rosemount Comprehensive Plan was approved by the Metropolitan Council; and WHEREAS, it is procedurally necessary for the City Council to take official action in regard to the 2020 City of Rosemount Comprehensive Plan. NOW THEREFORE BE IT RESOLVED, that the Mayor and Council of the City of Rosemount hereby re- approve and officially adopt the 2020 City of Rosemount Comprehensive Plan, to replace the City of Rosemount Comprehensive Plan of 1982 as amended in March of 1993. Rosemount, MN 55068 -4941 Dear Mr. Kalstabakken: The Metropolitan Council completed its review of your community's Tier I Comprehensive Plan on January 19, 2000. The comprehensive plan was to be modified and /or adopted within 9 months of the Metropolitan Council's action. If your community has plans to alter, expand or improve its sewage disposal system you must submit the Tier II Comprehensive Sewer Plan to the Metropolitan Council for its approval before any sewer additions or alterations can be initiated (Minn. Stat. Sec. 473.513). During the review process of your community's comprehensive plan, the MCES reviewed the Tier I sewer element against the Tier II content requirements to help simplify the process and minimize the efforts of your community in preparing an additional plan. The following is a list of information that needs to be submitted to fulfill the requirements of a Tier II Comprehensive Sewer Plan. 1. A copy of the City Council resolution adopting the plan along with a copy of the Tier I sewer element. 2. A request that the Metropolitan Council review the Tier I sewer element to fulfill the requirements of a Tier II comprehensive sewer plan. To allow the City adequate time to adopt needed resolution (until January of 2004), the MCES will continue to review and approve local sewer extensions against the communities current adopted comprehensive plan. If you have any questions regarding the need for a Tier 11 Comprehensive Sewer Plan or the needed additional information, please contact Donald Bluhm, Manager of Municipal Services, at (651) 602 -1116. If you cannot provide the requested information to the Metropolitan Council in this time period please call.
