EXECUTIVE SUMMARY FOR ACTION
CITY COUNCIL MEETING DATE: January 20, 2004
In October 2002, the City of Rosemount submitted to Mn/DOT a request for funding through the Mn/DOT
Municipal Agreement Program to make improvements to Trunk Highway 3 between Connemara Trail and
McAndrews Road (CSAH 38). The proposed improvements include the construction of a signal system on
Trunk Highway 3 at Connemara Trail; turn lane improvements on Trunk Highway 3 at 132" d Street (CR 38);
and a signal system and intersection improvements at Trunk Highway 3 and McAndrews Road (CSAH 38).
Attached is a letter dated January 13, 2004 from Mn/DOT approving the City of Rosemount's request for
funding up to a maximum amount of $467,300 as part of the Municipal Agreement Program. The total
estimated project cost is $823,500. The remaining project cost will be funded with City Municipal State Aid
funds and Dakota County funds. "
At this time, Staff is requesting Council order the project and authorization to prepare plans and specifications
for the project.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION ORDERING THE
PROJECT AND ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR
TRUNK HIGHWAY 3 (CONNEMARA TRAIL TO COUNTY ROAD 38) IMPROVEMENTS,

A RESOLUTION ORDERING THE PROJECT, AND ORDERING THE
PREPARATION OF PLANS AND SPECIFICATIONS FOR
TRUNK HIGHWAY 3 (CONNEMARA TRAIL TO COUNTY ROAD 38)
IMPROVEMENTS
CITY PROJECT #385
WHEREAS, the City Council of the City of Rosemount is interested in the safety of its
residents; and
WHEREAS, the City Council of the City of Rosemount deems it necessary to construct
improvements on Trunk Highway 3 between Connemara Trail and McAndrews Road (CSAH
38) for the safety and welfare of the population, and
WHEREAS, the funding for the Trunk Highway 3 Improvements will be from Mn/DOT
Cooperative Agreement funds, City Municipal State Aid funds and Dakota County funds.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount
orders City Project #385, Trunk Highway 3 (Connemara Trail to County Road 38) Improvements
NOW THEREFORE BE IT FURTHER RESOLVED, by the City Council of the City of
Rosemount hereby orders the preparation of plans and specifications for the Trunk Highway 3
(Connemara Trail to County Road 38) Improvements, City Project #385.

RE: Request for Cooperative Agreement Funding
TH 3 from Connemara Trail to CSAH 38
In the City of Rosemount
Dear Mr. Brotzler:
I am writing to inform you of the decision reached January 8, 2004 by the Fiscal Year (FY) 2005
Municipal Agreement Program Selection Committee regarding the above referenced project.
After considering the 30 candidates submitted for inclusion in the FY 2005 Program, the
Selection Committee has decided to grant your request for funding up to a maximum
contribution by Mn/DOT of $467,300 (this includes $34,575 for use toward Construction
Engineering & Inspection).
This is the maximum amount of Mn/DOT Cooperative Agreement funding available for this
project and it is available only for use on construction items that can be justified in accordance
with the Mn/DOT Cost Participation Policy. If the cost of eligible items falls below this
maximum amount the funds awarded will be reduced to match the cost of the eligible items.

To receive the funds, this project must be let by June 30` 2005. After that date the money
becomes unavailable.
As a condition of the Municipal Agreement Program it is the responsibility of the local
government agency to develop a complete set of construction plans & specifications for the
project as well as acquiring any Right -of -Way necessary to construct the job.
Pursuant to the acquisition of R/W for this project, the local government agency will be solely
responsible for any costs associated with obtaining the property as well as any legal actions
resulting from the acquisition of said property.

Before this project can officially become part of the FY 2005 Municipal Agreement Program,
I will need to receive a written confirmation from the City of Rosemount accepting the tentative
funding level as well as the design and R/W conditions. Please return this confirmation to me by
February 6, 2004.
After receiving your response I will be assigning a specific Project Manager to this job, until that
time please direct all comments and questions to me.
