Brotzler, P.E., City Engineer Water Resource Engineer O Chad Donnelly, ATTACHMENTS: Resolution APPROVED BY./',/ Pursuant to Minnesota Rule 4720.5130, the City of Rosemount is required to prepare and submit a Well Head Protection Plan (WHPP) to the Minnesota Department of Health (MDH) for all wells in the public water supply system. A WHPP is a tool used by a municipal water supplier to protect and safeguard the public water supply wells by preventing contaminants from entering the area that contributes water to the well or well field over a period of time. The requirements of the program were developed in recognition of the amendments to the Safe Drinking Water Act and the Minnesota Groundwater Protection Act. City staff has been working to develop a plan for the City of Rosemount's water supply system, and is now prepared to submit the plan for final approval. Pursuant to Minnesota Rule 4720.5350, a public water supplier must conduct a public hearing on the Well Head Protection Plan before submitting the plan to the MDH. To suffice for the final requirements associated with the Well Head Program, Staff is recommending that the City Council make a motion to set a public hearing on February 17, 2004 to introduce the Plan to the public and allow for public comment. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2003 — A RESOLUTION SETTING THE PUBLIC HEARING FOR THE INTRODUCTION OF THE WELL HEAD PROTECTION PLAN WHEREAS, Minnesota Rule 4720.5130 requires the City of Rosemount to host a public hearing regarding the Well Head Protection Plan. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA: 1. A public hearing shall be held on such proposed Well Head Protection Plan on the l7th day of February, 2004, in the Council Chambers of the City Hall at 7:30 p.m. or as soon thereafter as possible and the City Clerk shall give published notice of such hearing as required by law.
