Application for an Amendment to the On -Sale Liquor License
for Celts, 14506 South Robert Trail
NOTICE IS HEREBY GIVEN, that the City Council of the City of Rosemount will
conduct a public hearing at 7:30 p.m. on Tuesday, May 18, 2004, in the Council
Chambers at City Hall, 2875 145 Street West, Rosemount, Minnesota.
This public hearing is being held to consider an amendment to the On -Sale Liquor
License for Celts for an expansion to this establishment increasing the square footage.
Comments will be taken from persons desiring to be heard with reference to the above
hearing item. Written comments will be accepted up to the time of the hearing and will be
included in the discussion at this hearing.

RESOLUTION 2004 -
A RESOLUTION TO AMEND THE ON -SALE LIQUOR LICENSE
FOR CELTS/BARMAN'S HOSPITATILITY GROUP INC.
14506 SOUTH ROBERT TRAIL
WHEREAS, Barman's Hospitality Group Inc. has requested an amendment to their original
liquor license to add additional square footage; and
WHEREAS, Celt's location, 14506 South Robert Trail, does comply with the parking
requirements for the additional seating; and
WHEREAS, Police Chief Kalstabakken has verified that only three calls for police service were
made in the last year and that .Celt's staff appear to be doing an excellent job of preventing
problems; and
WHEREAS, manager /owner Brandon Barth has satisfied the fees involved in this amendment.
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemount
supports the amendment to this liquor license which allows Celts to provide liquor service in an
expanded business space of approximately 1700 square feet, but remain within the established
outside walls of the building.
ADOPTED this 1st day of June, 2004, by the City Council of the City of Rosemount.

SUBJECT: Celts Irish Pub and Grill— Calls for Service
As part of the review process for the expansion of Celts Irish Pub and Grill, the calls for
police services at the business were reviewed for the last twelve (12) months.
From May 1, 2003 to May 12, 2004, there were three (3) calls for service at Celts. Only
one of these calls occurred inside the business; an unwanted patron was asked to leave by
Celts' staff and initially refused. The two (2) other calls occurred in the parking lot and it
is unclear if the incidents were directly related to Celts or Celts customers.
This is an extremely low number of calls at a liquor establishment. Celts' staff appears to
be doing an excellent job of preventing problems at the business.

RE: Parking Summary for Rosemount Plaza & Celt's expansion
The following is based upon my conversation with Brandon Barth and my assessment of the
available parking spaces. My conclusion is that there is enough parking for both the expanded
Celt's and McDivit's. It is just unevenly distributed towards the south side of the block.
Morning Glory's and the Dental office are generally closed during the projected parking peak
demands.
Celt's existing seats additional seats required narking

Total required parking: 78 spaces including Celt's expansion
Available parking: 85 spaces excluding posted Senior parking
