RESOLUTION 2004 -
A RESOLUTION TO APPROVE THE OFF SALE LIQUOR LICENSE
FOR ROSEMOUNT LIQUOR MART/PCS LIQUORS LLC
15070 CHIPPENDALE AVENUE
WHEREAS, PCS Liquors LLC has made application for and paid the fee for an off -sale liquor
license to be named Rosemount Liquor Mart at 15070 Chippendale Avenue; and
WHEREAS, currently Rosemount Liquors at 15070 Chippendale Avenue owned by Rishi
Mohabir is in the process of being sold to PCS Liquors LLC; and
WHEREAS, the off sale liquor license for Mr. Mohabir will be released upon closing of the sale
of this business, now scheduled for June 11, 2004 and available for a new owner; and
WHEREAS, the requirements of the City of Rosemount and the State of Minnesota have all
been met; and
WHEREAS, the Rosemount Police Department has conducted an investigation of the two main
investors in PCS Liquors LLC, Mr. Charles H. Christ and Sean P. Schumacher and found no
cause for denial.
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemount
supports the approval of an off sale liquor license for PCS Liquors LLC, for the Rosemount
Liquor Mart at 15070 Chippendale Avenue effective upon closing for the sale of Rosemount
Liquors.
ADOPTED this 18th day of May, 2004, by the City Council of the City of Rosemount.

I am a United States citizen and the duly qualified Clerk of the City of Rosemount,

On May 4th, 2004, acting on behalf of the City, I posted at Rosemount City Hall, 2875 -
145 Street West, the attached Notice of Public Hearing to consider at City Council the
Application for an Off Sale Liquor License for PCS Liquors LLC, for the business at
15070 Chippendale Avenue on May 18, 2004, at the regular City Council meeting.

NOTICE OF PUBLIC HEARING
Application for Off -Sale Liquor License
Upon the Sale of Rosemount Liquor
NOTICE IS HEREBY GIVEN, that the City Council of the City of Rosemount will
conduct a public hearing at 7:30 p.m. on Tuesday, May 18'', 2004, in the Council
Chambers at City Hall, 2875 145 Street West, Rosemount, Minnesota.
This public hearing is being held to consider the Off -Sale Liquor License for Rosemount
Liquor and the applicants, PCS Liquors LLC. The location of the off -sale business is
15070 Chippendale Avenue. The name will be changed to the Rosemount Liquor Mart.
Comments will be taken from persons desiring to be heard with reference to the above
hearing item. Written comments will be accepted up to the time of the hearing and will be
included in the discussion at this hearing.

MEMORANDUM

RE: Rosemount Liquors - Background Check
DATE: May 17, 2004
I have conducted a background check in reference to the application made for an off -sale
liquor license at 15070 Chippendale Avenue West, Rosemount Liquors. In conducting
this investigation I have checked the backgrounds of both Charles Christ and Sean
Schumacher, through the Minnesota Bureau of Criminal Apprehension, local police
department records checks and by contacting references listed by the applicants.
In talking with the applicants it was learned that Mr. Christ is currently a customs broker
with Phoenix International and Mr. Schumacher is an accounting manager for Excel Title.
Neither applicant has previously owned or operated a liquor business, or has any
experience in the business. The applicants plan to hire a manager to run the business on a
daily basis and retain the current employees. Both partners will also take an active role in
the business working in various capacities. The ownership of the business will be held
jointly between Mr. Christ and Mr. Schumacher.
I found nothing in either applicant's background to exclude them from obtaining a liquor
license for this establishment.
