BLAINE AVENUE, CITY PROJECT #387.
ACTION:
BACKGROUND
As you are aware, Dakota County has initiated discussions with the City of Rosemount
for the turnback of County Road 38 (CR 38) from Trunk Highway 3 (TH3) to Blaine
Avenue (CR 71) to the City. As part of the turnback process, it is anticipated that
Dakota County will provide the City with a cash payment for costs associated with
improvements to CR 38 in the future. In order to better understand the future costs
associated with improving CR 38, Staff is recommending that a feasibility report be
prepared for CR 38 from TH3 to Blaine Avenue (CR71).
As part of the feasibility report, existing right -of -way and future right -of -way needs will
be reviewed. This will assist Staff in the future during the review of development plans
adjacent to CR 38. The feasibility report will also review proposed corridor alignments
and the associated impacts to adjacent properties and natural resources. Estimated
costs for proposed improvements will be developed to allow the City to begin
negotiating with Dakota County for the turnback of CR 38 from the County to the City.
The anticipated schedule for the completion of the feasibility report is as follows:

f SUMMARY
The preparation of this feasibility report will assist the City in turnback negotiations with
Dakota County. It will also provide a basis for future improvements to CR 38 as
development along CR 38 continues.

CITY PROJECT #387
WHEREAS, the City Council of the City of Rosemount deems it necessary to investigate the feasibility
of the County Road 38 from Trunk Highway 3 to Blaine Avenue Improvements, City Project #387.
NOW THEREFORE BE IT RESOLVED, the Staff is directed to have the necessary feasibility report
prepared for the County Road 38 from Trunk Highway 3 to Blaine Avenue Improvements, City Project
#387.
