On January 20, 2004 the City Council adopted a resolution to order a public hearing for the 2004
Street and Utility Reconstruction project, City Project 9376. This project consists of
reconstruction of approximately 4,380 feet of 20 -foot urban section streets and 620 feet of 30-
foot urban section streets complete with bituminous paving, B -61 E curb & gutter and storm
sewer. The project will also include sanitary sewer and watermain improvements in necessary
locations throughout the project.
The total estimated project cost is $1,661,200. Funding for the project will consist of special
assessments, 2004 Capital Improvements Plan (CIP) funds and utility funds as necessary. The
proposed assessment rate is $2,400 per lot in accordance with City's policy and the current fee
schedule. This will generate approximately $247,200 or 15% of the total project costs.
It is proposed that construction would take place in 2004. The project reconstruction will be
completed, including all restoration items in 2004.

ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE
2004 STREET AND UTILITY RECONSTRUCTION IMPROVEMENTS

WHEREAS, the City Council has received and accepted the Feasibility Report on January 20, 2004 for City
Project #376; and
WHEREAS, the City held a public hearing for input on said project.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby orders
the improvements of the 2004 Street and Utility Reconstruction Improvements, City Project #376.
BE IT FURTHER RESOLVED, that the City Council of the City of Rosemount orders the preparation of
plans and specifications for said improvements of City Project No. 376.
ADOPTED this 17th day of February, 2004.

and need for storm sewer facilities
• Average life expectancy of city street in Minnesota is 25 -30 years.
• Area was also identified by pavement management plan (PMP). PMP rates
streets on a scale of 0 to 100 with 100 being a newly paved street.

• Substandard "sizing" of watermain in some locations and outdated hydrants
o 4 -inch watermain located in Danbury Avenue cul -de -sac
• Majority of project area does not have storm sewer
o Sheet flow shortens life expectancy of pavement

subgrade soils

• 6- inches of Class V aggregate, 3.5- inches of bituminous and select granular

• Remove and replace approximately 110 lineal feet of 8 -inch sanitary
sewer.

• Remove 4 -inch cast iron watermain pipe located in Danbury Avenue cul-
de -sac
• Install 6 -inch ductile iron watermain pipe and new services to the right-
of -way located in Danbury Avenue cul -de -sac
• Replace all outdated hydrants located within project location with new
current hydrants per City standards

• Proposed storm water collection facilities
o East Area — eastern portion of project area discharges into the storm
water detention pond located at the northeast corner of Upper 145
Street West and Dahomey Avenue, system eventually drains into
Hawkins pond
o Northwest Area - northwest portion of project area will drain into
existing storm sewer system located in 145 Street West, system
eventually drains into Hawkins pond
o Southwest Area - southwest portion of project area will drain into
existing storm sewer system located at Danbury Avenue and 147
Street West, system eventually drains into Twin Puddles Park pond

Q - How much is this project going to cost me?
This Depends on what City Council has approved for the Rates and Fees
Schedule for the current year. For the current year of 2004, the assessment rate
is $2,400 per lot for a street reconstruction period. This amount can be prepaid
up to 30 -days after the assessment hearing that is typically held in the fall,
without any interest charges. If prepayment is not chosen, the assessment will be
rolled into your property taxes usually over a five -year period at an interest rate
that is 2 % higher than the City's bond rate for the project.
Q - Will I always have access to my driveway?
For the majority of the construction project a resident will have access to his /her
driveway. However, if a concrete driveway or concrete curb & gutter is being
replaced in front of your driveway, the City requires a 72 -hour curing time with
no disturbance to the concrete during this time. There also may be short periods
during the day where a resident might have to wait a couple of extra moments to
get to his /her driveway.

Q - My driveway is being replaced, will it be put back the same as it was
before?
Your driveway will be replaced to as close as it was originally before
construction began if it meets City Code. If your driveway does not meet City
Code, your driveway will be replaced to the best of the City's ability to meet
your requests and to stay within the City Code. Current City Code states
maximum width of a residential driveway is 22' within public right -of -way.
Q - Where will I be able to pick up my mail?
The contractor at the start of construction will install temporary mailboxes and
residents will be notified of the location. Also, all mailboxes will be replaced
with new mailboxes as part of final restoration. Residents will be reminded to
salvage their mailbox if they prefer to save their old one.

Q - How will the school bus pick up my children?
The City will coordinate with the bus company to determine if an alternate pick-
up location is required during construction. If a new location is required, the
affected residents will be notified.
Q - Will the contractor work in front of my house on weekends?
The City of Rosemount has specified the following work hours:
Monday - Friday 7:00 a.m. - 10:00 p.m.
Saturday 8:00 a.m. - 5:00 p.m.
No work on Sundays or Holidays

Q Whom may I contact if I have a question or a concern during the
project?
The City of Rosemount will send out a letter to all residents with contact names
and phone numbers associated with the project prior to the beginning of
construction. There will also be weekly updates with information on the City's
web page www.ci.rosemount.mn.us or you can call Rosemount Public Works at
651- 322 -2022.

Resident's Concerns
Why are you reconstructing Damask Avenue if it doesn't need it?
Looks can be deceiving and although it appears to the naked eye that Damask
doesn't need repairing, it does. The PCI Rating for Damask is 40 and according
to the PMP Recommendations, Damask is borderline between total reconstruct
and overlay. The majority of the project area will have new storm sewer
installed that will cut into the existing street, it is more feasible to fully
reconstruct the street instead of overlay when utilities are being installed. Also,
a better contract price is attained if only reconstructing streets instead of
reconstructing and overlaying.
How long will the project take?
Assuming a typical Minnesota summer, the contractor should be completed with
all work including final restoration and final bituminous wear course by the end
of September.

Are you going to fix the sanitary sewer problems?
A concerned resident that has had sanitary backup problems in the past was
questioning if the project would eliminate these problems. The area of the
project in question was researched and it was found that most recently two
sanitary backups occurred in 2002. The cause of the backups was from twigs,
branches, leaves and other debris that was put into the manholes through the
manhole covers that had a hole in the middle of them. The City has remedied
the problem by replacing all existing manhole covers with solid lids and a
backup has not occurred since. The City also televised the concerned residents
sanitary service to investigate the possibilities of a service line deficiency. The
televising revealed some minor issues in the private service line that the resident
will be repairing.
