On Tuesday, February10, 2004, bids for the referenced project were received and read aloud
publicly. This project includes the construction of City Well #12 located in the Business, Park.
The majority of the improvements will be completed in 2004 and the project will be fended by
the Water Utility fund,
Staff recommends awarding the contract to the low bidder, E.H. Renner &a Sons, Inc. in the
amount of $248,590 for the construction of Well #12.

RESOLUTION 2004 —
A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR WELL #12
CITY PROJECT NO. 354
WHEREAS, City Council hereby ratifies action of City Engineer to advertise for bids.
BE IT FURTHER RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
All bids on construction of Well #12 have been received and tabulated.
2. The bid of E. H. Renner & Sons, Inc., in the amount of $248,590, for the construction of
said improvements is in accordance with the plans and specifications and advertisement
for bids and is the lowest responsible bid and shall be and hereby is accepted.
3. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said
bidder for the construction of said improvements for and on behalf of the City of
Rosemount.
4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposit of all successful bidder and the next
two lowest bidders shall be retained until a contract has been executed.
Award of the bid is contingent on the determination by the City Administrator that all
necessary rights -of -entry or easements by deed or dedication have been secured for
construction of the improvements.
ADOPTED this 17` day of February, 2004.

Dear Mr. Brotzler:
Two quotes for construction of Well No. 12 were received on February 10, 2004; one from
E.H. Renner & Sons, Inc., and one from Keys Well Drilling Company. A tabulation of their
quotes is attached. The total base bid and alternate bid for each firm is as follows:

Keys Well Drilling $251,075.00
E.H. Renner & Sons, Inc. is the lower quote. Both quotes have a final completion date of
August 2, 2004.
Based on the total quote price, the unit prices quoted, and the time frame for completion, we
recommend award of the project to the driller with the lowest total quote price, E.H. Renner &
Sons, Inc.
