Consider authorizing advertisement for bid for Trunk Highway 3 Cooperative Agreement
project, City Project #385.
BACKGROUND:
The Trunk Highway 3 Cooperative Agreement Project, City Project #385 includes the
installation of signal systems on Trunk Highway 3 at Connemara Trail and CSAH 38
(McAndrews Road) along with turn lane improvements. The project is being completed
as a Cooperative Agreement Project with Mn /DOT. Funding for the project will include
funding from Mn /DOT, Dakota County and the City's Municipal State Aid funds.
Attached is a memorandum from Chuck Rickart with WSB & Associates, Inc., the
Project Engineer outlining the proposed funding contributions and updated project
schedule.
As noted in the attached memorandum, the City of Rosemount's estimated cost
participation is $701,850.00. This amount is significantly higher than the original
estimated amount of $245,000.00. The additional cost is a result of Mn /DOT
requirements for improvements on Trunk Highway 3 that include increased standards
for widening at CSAH 38 and a provision that the entire length of the widening area on
Trunk Highway 3 be overlayed full width. Because this project is being completed as a
Cooperative Agreement project with Mn /DOT, the maximum cost participation by
Mn /DOT is $500,000.00 with the additional remaining cost being the responsibility of
the City.

RESOLUTION 2004
A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS
AND AUTHORIZING ADVERTISEMENT OF BIDS FOR
TRUNK HIGHWAY 3 COOPERATIVE AGREEMENT PROJECT
(CONNEMARA TRAIL - COUNTY ROAD 38)
CITY PROJECT #385
WHEREAS, the City Council of the City of Rosemount have ordered the preparation of plans and
specifications for the Trunk Highway 3 Cooperative Agreement Project (Connemara Trail- County Road 38),
City Project #385 and such plans and specifications have been presented to this Council for approval:
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota:
1. Such plans and specifications are hereby approved and ordered placed on file in the office of the City
Clerk.
2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the
Construction Bulletin an advertisement for bids upon the making of such improvements under such
approved plans and specifications for City Project #385.
3. The advertisement shall be published in each of said publications at least once not less than three (3)
weeks before the date set for opening bids, shall specify the work to be done, shall state the bids will
be publicly opened at the Rosemount City Hall in said City and that no bids will be considered unless
sealed and filed with the City Clerk and accompanied by a cash deposit, cashier's check, bid bond or
certified check payable to the City Clerk for five (5 %) percent of the amount of such bid.

This memo will serve as an update on the status of the TH 3 Cooperative Agreement project
between Connemara Train and CSAH 38. The City Council authorized the preparation of plans
and specifications for this project on January 20,2004. WSB and City staff have met with
Mn/DOT and have had conversations with Dakota County on this project. Currently final plans
have been completed and we are waiting for MnDOT and County final Approval. MnDOT is
also preparing the final agreement that will need to be approved by City Council prior to
awarding the construction contract.The following updated schedule is anticipated.

The traffic signal equipment will be pre- ordered so that it will be available upon startup or
construction. This will help expedite the construction of the traffic signal systems, especially at
Connemara Trail. The construction will be completed as indicated prior to November 15, 2004.

The Engineers opinion of estimated costs was completed based on MnDOT and County
comments from the final plan submittal. The anticipated cost splits between MnDOT, Dakota
County and the City are as follows. The MnDOT cost share is fixed at $467,300.

Estimated Total Construction Cost $1,264,750.00
MnDOT Participation $467.300.00
County Participation $95,600.00
City Participation $701,850.00
The final cost share will be outlined in the agreements between the City, MnDOT and Dakota
County.
