RECOMMENDED ACTION: Motion to approve A RESOLUTION APPOINTING
ELECTTON JUDGES for the City of Rosemount in 2004 and to raise election judge hourly
salary to $7.75 for election judges and $8.25 for head election judges.
ACTION;
ISSUE
The Minnesota State Statutes (MN § 2046.21, subd. 2) requires that election judges be
appointed 25 days prior to the State Primary, or by August 20, 2004. There may be some
additional election judges added following the August 12 training session.
BACKGROUND
Election judge training has already begun. Sixty -five judges were at trainings held July 20
and 22. Another forty are expected for training on August 12. They are required to have two
hours of the election process training.
Election judges are one of the cornerstones of our democratic system. The success and
vitality of a democracy is based on elections that accurately reflect the intent of the
electorate, and the knowledge that every vote is counted. Election judges are gatekeepers of
the voting process and uphold election laws with integrity, dignity and accuracy. They protect
and promote public trust and confidence by conducting fair, accurate and open elections. Our
election judges represent many years of experience and many elections done well. They
deserve our thanks and recognition for the decades of public service they have preformed
and for the work they will do at the coming elections.
City Staff recommend to increase the salary of the election judges by 250 which would put
election judges at $7.75 and head judges at $8.25. An informal survey showed metro
election judge salaries from $7.00 to $10.25.
SUMMARY
The City of Rosemount asks that City Council approve the resolution appointing election
judges for the fall elections and recognize the contribution they make to the community.

A RESOLUTION
APPOINTING ELECTION JUDGES
WHEREAS, the State of Minnesota has called for a Primary Election on September 14, 2004,
and the county, state, federal, and municipal governments have called a General Election on
November 2, 2004;
WHEREAS, the success and vitality of a democracy is based on elections that accurately reflect
the intent of the electorate, and that every vote is counted; and
WHEREAS, Election judges protect and promote public trust and confidence by conducting fair,
accurate and open elections; and
WHEREAS, Election judges serve as gatekeepers of demorcracy to the voting process by
upholding election laws with integrity, dignity and accuracy; and
WHEREAS, many election judges have generously served for decades of public service without
formal recognition; and
NOW THEREFORE BE IT ALSO RESOLVED, that the people listed below to serve as
election judges reside in the State of Minnesota as required by Minnesota Election Laws and will
be trained according to Minnesota State Statutes and are fully appreciated by the City Council
and citizens of Rosemount:

BE IT FURTHER RESOLVED, that compensation for election judges will be as follows:.
judges - $7.75 and head judges - $8.25.
ADOPTED this 2nd day of August, 2004 by the City Council of the City of Rosemount.
