RECOMMENDED ACTION: Motion to approve the 2005 On -Sale Liquor Licenide for
Applebee's at 15015 Cimarron Avenue, Rosemount, dependent on the issuance of the
Certificate of Occupancy and approves the manager, Travis Christopherson.
ACTION:
ISSUE
Applebee's Neighborhood Grill & Bar is .requesting consideration for an on -sale liquor
license to be effective in January upon the completion of their new building at 15015
Cimarron Avenue.
BACKGROUND
Applebee's contacted the City in July 2004 regarding the process for an on -sale liquor
license. At that point they had hoped to have their building completed in November.
Due to normal construction delays their building will not be completed until January with
the hope of a January 10, 2005 opening day.
Applebee's has been working with city staff to comply with all building regulations. A
Certificate of Occupancy will be issued when the building is complete and ready for use.
The safe of liquor would not be allowed until the Certificate of Occupancy is obtained
from the City of Rosemount. In order to receive approval from the State, the City must
first approve the on -sale license.
Police Chief Kalstabakken has - conducted an investigation of the primary applicants with
references and an investigation of the local manager, Travis Christopherson.. There are
no reasons to deny the application for a liquor license.
Recent state legislation allows an unlimited number of restaurant liquor licenses, but
limits the number of "bar" license to twelve for the population size of Rosemount.
Rosemount will have two "bar"on-sale liquor licenses in 2005, Celts and Shenanigan's.
SUMMARY
Staff recommends approval of the Applebee's on -sale liquor license pending all
payment of fees and proof of insurance.
