ACTION:
BACKGROUND:
This item is on the Council agenda to receive formal Council approval for access closure to
Clark Road on Trunk Highway 52. The access closure has already been completed as part
of the TH52/117 Street Interchange and UP Rail Grade Separation Project. The access
closure was a requirement by MNDOT officials for safety to eliminate a left in and left out
access onto Trunk Highway 52. Clark Road will remain a right in and a right out access to
Trunk Highway 52. Prior to the closure, it was verified by the City's Police and Fire
Departments that this access closure would not affect response time and would therefore be
fine with the closure.
SUMMARY:
Staff recommends Council approval of this item.

RESOLUTION 2004 —
A RESOLUTION APPROVING THE ACCESS CLOSURE FOR
CLARK ROAD ON TRUNK HIGHWAY 52
AS PART OF THE TH52 /117 STREET INTERCHANGE AND
THE UP RAIL GRADE SEPARATION PROJECT
WHEREAS, the City has the responsibility to maintain road safety and adhere to state and
county regulations; and
WHEREAS, the access closure on Trunk Highway 52 to Clark Road which would eliminate a
left in, left out turning movement and provide improved safety for travel on TH52.
NOW THEREFORE BE IT RESOLVED, that said access closure for Clark Road from Trunk
Highway 52 is hereby approved.
ADOPTED this 16' day of November, 2004.
