Because a position was open early in my tenure, rather than immediately hiring, I chose to hire a full -time temporary person to assist during the summer. Given the amount of permits issued, the revenue generated, and the number of inspections conducted during the first eight months of 2004, 1 am requesting authorization to fill the building inspection position on a full -time year round basis. BACKGROUND I have provided some background information for the Council, illustrating the growing workload in the Building Division. With eight months recorded for 2004, there have been permits for 369 new dwelling units pulled and 8850 inspections conducted. Both of these numbers are on course to surpass the city's 2003 building activity. Staff also expects more commercial and industrial development to occur in the next few years with city's emphasis on downtown redevelopment and based upon recent inquiries. SUMMARY Approximately one year ago a vacancy occurred in the Building Inspection team. Because we were moving into winter, typically the slower time of the year, it was decided that the position would not be immediately filled. In the spring, it was decided to hire a 6 month full -time person to assist with building inspection duties. However, it appears through our analysis of permits issued and inspections conducted, as well as the projected workload, that the city will be experiencing an accelerated growth, warranting a full -time regular status employee. To continue to maintain the level of service the Division is used to providing to customers, a year- round person is needed. Requesting for authorization to recruit and eventually hire a regular status full -time person for the position will have no impact on the budget as currently proposed.
