Wiklund Property Preservation - Updatei 1 CITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR DISCUSSION COMMITTEE OF THE WHOLE: January 14, 2004 AGENDA ITEM: Wiklund Property Preservation - Update AGENDA SECTION: Updates PREPARED BY: Dan Schultz, Director of Parks and Recreation AGENDA NO.: ATTACHMENTS: Site Map and Acquisition Timeline APPROVED BY: On September 16, 2003, the City Council approved a resolution of support for preserving a 25 -acre parcel owned by Aina Wiklund at 12110 Bacardi Avenue. An application was submitted to the Dakota County Farmland and Natural Areas Program and the DNR Metro Greenway Program for the permanent preservation of her property. At this time Ms. Wiklund is considering spitting her 25-acre parcel into a 6 -acre parcel and a 19 -acre parcel. The 19 -acre parcel would be acquired by the City through funds from the Metro Greenway and County Open Space programs. The remaining 6 -acre parcel would provide Ms. Wiklund with life-estate and then be donated to an environmentally focused non -profit organization, or possibly the City. Both parcels would have a permanent conservation easement protecting the property from being developed. On December 3, 2003, the Council approved ordering an appraisal of the property. The appraisal is part of the early stages of the preservation process. Other stages include a survey, development of a fact sheet, appraisal review, title work, conservation easement language, natural resource management plan, an option to purchase and securing the funding. Currently staff is working with the DNR and Dakota County staff to meet the requirements for receiving funding from them. One issue being reviewed by staff is the location of Bacardi Avenue and the Wiklund property lines. The attached map shows that the Wiklund property does not have any frontage on Bacardi Avenue. This small parcel of land between the Wiklund property and Bacardi Avenue is owned by Earl Bester. Staff has spoken to Mr. Bester about how he has handled this issue with other nearby land owners. Mr. Bester indicated that he had sold the small piece of land to the land owner without the frontage. Staff is continuing to work on this issue, along with the other items on the attached acquisition timeline.
