The access road rings the property, thereby allowing the units to have a greater separation from County Road 42. The green space is more internalized to the site. Staff had requested that the townhomes also connect to the assumed public road coming from the west. It is unclear if the ring road through the project will be private or public and the final details will be worked out in the future. There is a concern about "cut- through" traffic from the potential commercial area to Biscayne Avenue. The transition from public to private roads may help in deterring that problem. When staff initially met, the designer had developed two lay -outs; the one before the Council and one that internalized the road system. This pushed units closer to perimeter streets and cut up the green space areas. Staffs direction was that the exterior ring road appeared to benefit the project more and provide nicer open spaces for future residents. The one concern was the needed grading to achieve a relatively flat road and whether appropriate berming could be incorporated into the plan and still achieve road construction. A berm currently exists along the southern portion of the site and the hope is to maintain that berm. In speaking with Engineering, many details would have to be worked out, but they are generally supportive of the concept. Stormwater should be addressed through the existing ponding system. Of course final stormwater calculations will be required when a full submittal is made. CONCLUSION At this time staffs goal is to assess the Council's level of interest in having a CDA residential project at the northwest corner of Biscayne and County Road 42. If the Council is interested, staff would like any feedback on the general planning concept. AL ' r L 0 wW ml I . \ 16 r � Family Townhome Development Program Dakota County Community Development Agency The Family Townhome Program is designed for families with children under the age of 18 years who fit within certain moderate income guidelines. To date the CDA has constructed 12 family townhome developments totaling 364 units. These developments are located in the cities of Apple Valley, Inver Grove Heights, Burnsville, Eagan, Hastings, Lakeville and Mendota Heights. Townhome Development Features • Attached garages • Separate, private entrances • Washer /Dryer Hook -up • Central Air Conditioning • Mini - blinds • Dishwashers • Garbage Disposals • 1 'h Baths in three - bedroom units • Playground for young children • On -Site Caretaker To qualify for these townhomes, applicants must have good landlord rental histories, good credit references and clean criminal histories. Applicant's annual gross household income may not exceed certain income limits (listed under maximum income; preference will be given to applicants who fall below the preference income). The income guidelines as well as rent structure are subject to periodic change.
