Accounting Supervisor could easily move to a payroll clerk position with no disruption of services offered by the finance department. The job description for the payroll clerk position has been completed and is attached for review and discussion by Council. This position will be primarily responsible for performing payroll functions. Additional responsibilities will include: property liability and worker's compensation insurance activities, fixed assets functions and other support to the Accounting Supervisor and the Finance Director. Funding for the proposed payroll clerk position will be conducted in the following manner: 50% - Fund 101 (General Fund) 20% - Fund 601 (Water Utility Fund) 20% - Fund 602 (Sewer Utility Fund) 5% - Fund 603 (Storm Water Utility Fund) 5% - Fund 650 (Arena Fund) For illustration: If it is assumed that we have a maximum total salary and benefit package of $55,731 (which is the same as the Accounts Payable Clerk and the Utility Billing /Deputy Registrar Clerk positions) and if a July 1 St starting date is used — the maximum total funds required would be $13,933; $5,573; $5,573; $1,394; and $1,394 respectively. More than likely these totals are high and even less would be required (based on starting salary, benefit choices, etc.). The General Fund amount would come from within the finance department's budget. 2 CITY OF ROSEMOUNT POSITION TITLE: DEPARTMENT: POSITION RESPONSIBILITY WRITE -UP APRIL 2004 Payroll Clerk Finance Department ACCOUNTABLE TO: Finance Director SUMMARY OF POSITION: This position is primarily responsible for performing payroll functions, property liability and worker's compensation insurance activities, fixed assets functions and other support to the Accounting Supervisor and the Finance Director. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Performs all phases of the payroll operations, including but not limited to:. entering payroll information from time sheets and information received from the administration department, printing of payroll checks and related payroll reports and completing and submitting all mandated federal and state reports. 2. Works with the Accounting Supervisor to maintain the City's fixed asset accounting records, including but not limited to: additions, deletions and changes in the fixed assets; year -end reporting information for the annual audit; and information for insurance reporting requirements. 3. Assists in the maintenance of all property liability insurance and workers compensation files; in the processing of all claims and provides information for the annual policy renewal process; confers regularly with the City's risk management consultant, keeping the Accounting Supervisor informed on all insurance matters. 4. Assists with the receipting of monies, insuring that all receipts are deposited in a timely, prompt and accurate manner. 5. Provides backup for the accounts payable functions.' 6. Assists with day -to -day processing of general ledger revenue and disbursement entries. 7. Composes, word processes and edits a variety of correspondence, reports, memoranda and other material requiring judgment as to content, accuracy and completeness. May also be required to create and /or maintain Excel spreadsheets. 8. Performs other duties as needed or assigned. MINIMUM QUALIFICATIONS 1. Associate's degree in Accounting, Business or Finance related field. 2. Two years of relevant experience in accounting or any equivalent combination of education and experience. NECESSARY KNOWLEDGE SKILLS AND ABILITIES 1. Ability to establish and maintain positive and effective relationships with employees, staff members and general public. 2. Ability to communicate well in both written and oral formats. 3. Ability to use word processing, spreadsheet data base and financial accounting software. 4. Ability to work under pressure and with frequent interruption. 5. Ability to perform mathematic computations quickly and accurately. 7. Knowledge of computers, networking systems, financial software applications, windows, word processing and spreadsheets. 8. Ability to communicate effectively and professionally with co- workers and members of the public. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the position.
