BIDS FOR NEW AGENDA SECTION: BREATHING APPARATUS AND COMPRESSOR SYSTEM CONSENT PREPARED BY: SCOTT AKER, FIRE CHIEF AGENDA NO: (V 0V1, ATTACHMENTS: Bid Opening List, Public Notice, Attorney's APPROVED BY: Recommendation The Fire Department held the Bid Opening for the Self- Contained Breathing Apparatus (SCBA) units and an Air Compressor System on Tuesday, February 24"', 2004 at 5:00 p.m. City Attorney LeFevere has further reviewed the actual bids and recommends the low bidders in each category as shown. Captain Kevin Tucker and a task force group from the Fire Department reviewed the results and made the following recommendation which was less than the estimated budget expenditure of $132,000: 1.) 30 Self - Contained Breathing Apparatus (SCBA) units - Continental Safety $88,524.31 2.) 6000 PSI Compressor System - Clarey's Safety Equipment $24,795.00 Add Alternate CO/H20 Monitor 4,000.00 Sub- Total $28,795.00 (Compressor trade -in value 6,000.00) Total $22,795.00 GRAND TOTAL $111,319.31 Captain Tucker noted some irregularities in the bids because of standard features included in some models and not with others. The Fire Department was impressed with Clarey's Safety Equipment's readiness to answer questions and provide demonstrations of the new equipment. After examination of each bid, the recommended equipment has been selected to provide the best safety coverage available for the Rosemount Fire Department. [clefevere @Kennedy - Graven.com] Sent: Friday, March 05, 2004 12:00 PM To: Jentink,Linda Subject: fire department bids Linda, After reviewing the bids submitted for the Fire Department air compressors and related equipment, my conclusions and recommendations are as follows: First, the bid of Alex Air is $19,365 on page 1 of the bid form. It appears that this bid is an error. The bid form can be interpreted in two ways. One is that the box on page ishould be filled in by adding the costs of the air compressor, the fill station and the storage system. The second is that the box on the first page should be filled in by adding those three items and deleting the trade -in. The bid of Alex Air does not add up to the sum of the first three items, nor does it add up to the sum of the first three items less the trade -in. Therefore, it appears that a mistake has been made. However, it is not obvious what that mistake was, and it is therefore not possible to correct the bid or to accept it as it is. Moreover, I understand that the Fire Department has concluded that this equipment does not meet the specifications. I would recommend that the staff report to the Council describe the deficiency, that is, the way or ways in which the equipment fails to meet the specifications. Additionally, I would recommend that the Council reject the bid of Alex Air because it does not respond to specifications and because it contains an error in arithmetic that cannot be corrected without danger of changing the bid. Of the remaining bids, Clarey's is the low bid. Clarey's in the box on page 1 is $18,795. This is the sum of the three items less the specified trade -in. If the City decides to add the alternate equipment, Clarey's bid would be increased to $22,795. The bid of MCES as stated in the box on page 1 is $26,305. This is the sum of the three items of equipment. However, it does not deduct the trade -in. If the bid is corrected to deduct the trade -in, it would be reduced to $24,550. If the alternate equipment is added, the total bid would be $27,055. In either case, the bid is higher than the bid of Clarey's. Finally, the bid of Metro Fire, in the box on page 1 of the bid is $22,840.77. This bid is higher than the sum of the three items of equipment minus the trade -in. However, it includes the filling system and H2O and CO2 monitors for which no separate numbers are listed. Therefore, it is not possible to know for certain whether the trade -in is included or taken out. However, the bid of $22,840.77 is higher than the base bid of Clarey's and higher than the bid of Clarey's with the alternates added in. Therefore, it appears to me that, assuming the City Council decides to reject the bid of Alex Air, Clarey's bid is the lowest responsible bid. Let me know if you have any further questions.
