EXECUTIVE SUMMARY FOR ACTION
CITY COUNCIL MEETING DATE: March 16, 2004
Attached please find a copy of the Feasibility Report for the Biscayne Pointe North Street and
Utility Improvements, City Project #370. This report addresses the construction of streets and
utilities within the Biscayne Pointe North Addition, along with the estimated cost and proposed
funding.
The developer,- Giles Properties, has deposited the required funds with the City. The proposed -
improvements will begin in the Spring of 2004 with substantial completion by Fall of 2004.

WHEREAS, pursuant to the resolutions of the Council adopted on February 3, 2004, a report has been
prepared by the City Engineer with reference to the improvement of Biscayne Pointe North Street and Utility
Improvements City Project #370, and this report was received by the Council on March 16, 2004, and
WHEREAS, the report provides information regarding whether the proposed project is necessary, cost-
effective, and feasible.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT,
MINNESOTA:
1. Such improvements are hereby ordered as proposed in the Feasibility Report for the project.
2. The City Engineer is hereby ordered to prepare plans and specifications for the making of such
improvements.

1. EXECUTIVE SUMMARY
This report is written to address the proposed improvements, cost, and funding related to the
development of the new Biscayne Pointe development area known as the Biscayne Pointe North
Addition. A map showing the project location is shown on Figures 1 and 2.
The proposed improvements include the construction of city streets that include concrete curb
' and gutter and 5 -foot concrete sidewalks. The proposed City street construction includes the
extension of Birchwood Avenue from the north side of Biscayne Pointe 5 th Addition, north to
County Road 38 (135 Street West), a stub street to the west and a short cul -de -sac to the north
off of the stub street. Utility improvements include the construction of lateral sanitary sewer,
watermain, and storm sewer systems to serve 22 single family residential lots.
The estimated project cost for the street and utility improvements of the Biscayne Pointe North
Addition is $604,300. The estimate includes 10% contingency costs and 30% indirect costs.
The entire project cost will be financed by the developer, Giles Properties, Inc.
The majority of the public improvements for the Biscayne Pointe North Addition, including the
first lift of bituminous pavement and all restoration items, will be completed in 2004.
This project is feasible, necessary, and cost - effective from an engineering standpoint and should
be constructed as proposed herein.

2. INTRODUCTION
2.1 Authorization
On February 3, 2004, the Rosemount City Council authorized the preparation of a Feasibility
Report to address development - related infrastructure costs attributed to the Biscayne Pointe
North Addition Street and Utility Construction project. The Biscayne Pointe North Addition has
been designated as City Project No. 370.
The Biscayne Pointe developer, Giles Properties, Inc, will be funding all costs.
2.2 Scope
This report addresses the construction of street and utility improvements necessary for the
development of the Biscayne Pointe North residential development located south of 135 Street
West (County Road 38), north of the Biscayne Pointe 5 th Addition, and between Bacardi Avenue
and Akron Avenue (County Road 73).
' The proposed improvements include construction of streets, lateral sanitary sewer, watermain,
and storm sewer systems. Site grading will be completed privately prior to construction of the
street and utility improvements.
' 2.3 Data Available
Information and materials used in the preparation of this report include the following:

3. GENERAL BACKGROUND
3.1 Project Location (Figure 1)
The project is a proposed 22 lot single - family residential development to be located on a 10 acre
parcel. The tract is located on the south side of 135 Street West (County Road 38) between
where Bacardi Avenue meets 135th Street West from the north and Biscayne Avenue meets it
from the south. Biscayne Pointe 5 Addition adjoins the project area to the south.
3.2 Existing Conditions
An existing farmstead in the northwest corner will be removed by the developer during site
grading operations. The area around the farmstead is lightly wooded. Most of the tract is open
field, with some fence rows along the east and west sides of the tract. The proposed
development will save most of the existing trees.
Access to the tract is presently available from 135 Street West (County Road 38), which is a
gravel road and from Birchwood Avenue, at the north tract line of Biscayne Pointe 5 Addition.
The terrain in the project area is generally sloped to the north to County Road 38 (135 Street
West) where it drains to the northwest to Keegan Lake.
The project area is currently served by the Rosemount West Water System. An 8 -inch DIP
watermain was constructed in Birchwood Avenue during construction of the Biscayne Pointe 5th
Addition.
An 8 -inch PVC sanitary sewer main was constructed in Birchwood Avenue during construction
of the Biscayne Pointe 5 Addition. It is deep enough to provide gravity service to all twenty -
two proposed lots.
A Northern Natural Gas pipeline crosses the north end of the tract along County Road 38 (135
Street West).
There are private utilities located along 135 Street West (County Road 38) on the north side of
the tract and along Birchwood Avenue in the Biscayne Pointe 5 Addition, immediately south of
the tract.

4. PROPOSED IMPROVEMENTS
' 4.1 Street (Figure 3)
' The City streets to be constructed as a part of the Biscayne Pointe North Addition are all local
streets. They include an extension of Birchwood Avenue north from the stub road in Biscayne
Pointe 5 th Addition to County Road 38; Birdsong Path from Birchwood Avenue west to the tract
' line; and Basswood Court, a short cul -de -sac street west Birchwood Avenue.
The local streets are proposed to be constructed to a width of 32 feet face -to -face with modified
`S' (surmountable) concrete curb and gutter.
A 5 -foot sidewalk will also be constructed along the east side of Birchwood Avenue and the
south side of Birdsong Path.
The pavement section for all streets will be designed to accommodate a 9 -ton axle load, and will
consist of approximately 4 inches of bituminous and 8 inches of Class 5 aggregate base. All
streets will be constructed over a sand base.
' 4.2 Storm Sewer (Figure 3)
' The proposed storm sewer improvements include the construction of lateral storm sewer to serve
the road rights -of -way. The site storm sewer system will be designed for a 10 -year rainfall
event.
Stormwater will be routed in a manner consistent with Rosemount's Comprehensive Storm
Water Management Plan (CSMP). The proposed improvements will route almost all of the site
stormwater to a new stormwater management pond in the northeast corner of the tract. A small
area in the northwest corner will drain directly off -site to County Road 38 (135 Street West).
The storm sewer system from the development flows northwest to City Regional Stormwater
Management Pond No. 1568, immediately north of County Road 38.
4.3 Watermain (Figure 2)
Water service will be extended from the existing Rosemount Water System. The proposed
improvements include the extension of the 8 -inch DIP watermain along Birchwood Avenue
north to County Road 38 (135 Street West), out Birdsong Path to the west tract line and north
up Basswood Court. The two 8 -inch stubs to the north and the west provide for future
development and for connections for looping, when new watermain is constructed. These
proposed improvements are in accordance with the Rosemount Water Supply and Distribution
Plan.
Fire hydrants will be installed along City streets in accordance with City Standards.

' 4.4 Sanitary Sewer (Figure 2)
Sanitary sewer service for the Biscayne Pointe North Addition development will be provided by
extending the existing 8 -inch PVC sanitary sewer main in Birchwood Avenue.
4.5 Sidewalk/Pathway (Figure 3)
' A 5 -foot wide concrete sidewalk will be constructed along the east side of Birchwood Avenue
and along the south side of Birdsong Path.
' 4.6 Private Utilities /Streetlights
Electrical service to the development area will be provided by Xcel Energy, phone service will
be provided by Frontier Communications, and gas service by Aquila.
' Streetlights for the development will be incorporated into the project and paid for by the
developer.
' 4.7 Permits /Approvals

5. FINANCING
5.1 Estimated Costs
The detailed Opinion of Cost can be found in Appendix B of this report. The Opinion of Cost
incorporate anticipated 2004 construction costs and include a 10% contingency factor and all
related indirect costs. The indirect costs are estimated at 30% and include legal, engineering,
administrative, and financing items. The summary of the project costs is noted as follows:

5.2 Funding
The funding for all public improvements will be collected from the developer, Giles Properties,
Inc. There will be no City costs or oversizing costs related to this development. The cost per lot
for the 22 lots is approximately $26,482 per lot.

7. FEASIBILITY AND RECOMMENDATION
City Project No. 370 consists of the construction of street, sanitary sewer, watermain, storm
sewer, and appurtenant work as necessary to construct the Biscayne Pointe North Addition. The
' proposed public utility improvements are in accordance with the City of Rosemount's
Comprehensive Plans.
' It is the recommendation of WSB & Associates, Inc., that City Project No. 370, Biscayne Pointe
North, is feasible, necessary, and cost - effective from an engineering standpoint. We recommend
construction of the proposed improvements as detailed in this report.
