Recreation ATTACHMENTS: Map APPROVED BY: RECOMMENDED ACTION: None ACTION: ISSUE City staff recently met with representatives from the DNR, Dakota County and the Friends of the Mississippi River to discuss the details of the Wiklund Property Preservation project. All parties involved feel that we are close to having a proposal to submit to Ms. Wiklund. BACKGROUND Since the Council last reviewed the topic, a few items have changed. First, Ms. Wiklund is still proposing dividing her property, but rather than creating a six acre lot and a 19 acre lot, it is now being proposed to be lots of 10 and 15 acres. As the project has moved forward, Ms. Wiklund has voiced concerns about the City possibly pursuing a road easement on her property that would negatively impact her preservation efforts. Ms. Wiklund is working to preserve all 25 acres. A partial road easement exists to the north of her property and she is concerned that the other portion of the easement will be taken from her. The way the project is unfolding, Ms. Wiklund will have a DNR conservation easement on the entire 25 acres. She would then keep the fee title to 10 acres and the City would receive the fee title for the remaining 15 acres. The purpose of the project is to preserve the property and restore it to a high quality natural area. Currently the DNR - Metro Greenways is proposing to contribute $125,000, Dakota County - $250,000, and staff and the Parks Commission are recommending the City contribute $100,000. SUMMARY The project continues to move forward and the plan is to have an offer to Ms. Wiklund as soon as possible.
