FISCALLY HEALTHY CITY
GOAL:
Rosemount is Fiscally Healthy in 2005
RESULTS:
1. Increase tax base
2. Tax rate comparable/ reasonable

Proactive Approach to Land Identification and Acquisition per Parks Master
Plan

Explore options for purchase: referendum, donation, community trust fund,
etc.

ISSUE: LIBRARY
GOAL: 1. Prepare site options by March 31, 2003 for Committee Review
2. Complete Land Acquisition by December 31, 2003
3. Determine if mixed -use development is an option

through a communication plan.

DEPARTMENT: ADMINISTRATION
ISSUE: UNION CONTRACTS
GOAL: To successfully complete union negotiations by the end of 2003.
RESULTS: 1. Two -year contracts (2004 — 2005) for all four of the City's labor unions
2. Reassess baseline health insurance plan.
3. Negotiate a Post - Employment Health Plan.
4. Pay increases consistence with City Council strategy.
5. Management language improvements consistent with strategy.

ISSUE: COMMUNICATIONS PLAN
GOAL: To successfully adopt a communications plan by the end of 2003.
RESULTS: 1. Review with City Council at a Work Session by September 2003.
2. Formal approval by City Council by end of year.

DEPARTMENT: COMMUNITY DEVELOPMENT
ISSUE: IMPLEMENTATION OF COMPREHENSIVE PLAN ( #1)
GOAL: Carry out the remaining major steps to implement the 2020 comprehensive
plan.
RESULTS: 1.
Eliminate the IP- Industrial Park district ordinance.
2.
Re -zone AG- Agricultural land to RR -Rural Residential or RL -Very Low -
Density Residential per the land use plan.
3.
Zone for Mixed- Use /Industrial per the land use plan.
4.
Down -zone from GI- General Industrial to Agricultural on east side per
land use plan.
5.
Up -date the inventory /count of single- family and multi- family housing.
Monitor the performance (units permitted/built) vs. comp plan goals.
6.
Promote the Dakota CDA's housing improvement programs for
Rosemount residents as a means of enhancing the existing housing stock.
7.
Research Dakota County Housing Court and other methods of maintaining
a good - quality housing stock.
ISSUE: BUSINESS INCENTIVE PROGRAM ( #2)
GOAL: Create incentives to businesses to expand or relocate to Rosemount.
RESULTS: 1. Review opportunities for local participation in existing programs at the
Minnesota Dept. of Trade & Economic Development (DTED), Small Business
Administration, etc.
2. Research what incentives businesses need, using the Metro East
Development Partnership and DTED as resources.
3. Research funding mechanisms.
4. Design program via Port Authority.
5. Specific incentives.

ISSUE: IMPROVEMENTS TO HIGHWAYS 55,52 AND 42
GOAL: Monitor and participate in the planning for highway improvements so that the
City's interests in traffic safety and efficient land use are protected.
RESULTS: 1. Map the intersections, frontage roads, local and collector streets via an
official map.
2. Refine the land use plan based on the results of the street design in the
highway studies.
3. Apply for approval by the Metro Council of the street design as an
amendment to the comp plan.
ISSUE: MIXED -USE/ INDUSTRIAL DEVELOPMENT ,
GOAL: Create a zoning district along Co. Rd. 42 that will allow for light
industrial, highway commercial and other compatible business uses.
RESULTS: 1. Adoption of an ordinance showing a phasing plan.
2. Adopt official map of the district showing the phases or tiers.
3. Cover over 1,000 acres total with the new ordinance.
ISSUE: MINING
GOAL: 1. Allow for the controlled extraction of a valuable mineral resource, while
planning for reclamation and future land use.
2. Actively pursue tonnage fee through legislation.
RESULTS: 1. City Council will review a staff report on mining after the 2003 State
legislative session.
2. City Council adoption of controls, land use plan based on mining report.

ISSUE: LAND USE PLANNING IN THE BUFFER ZONE FOR THE FLINT
HILLS REFINERY
GOAL: To have a buffer and to have the highest and best use of land for Flint
Hills' land holdings.
RESULTS: 1. Revisit the land use plan, specifically, the acreage in the GI- General
Industrial zone.
2. Mesh the street plan with the patterns set by the improvements to Highways
55/52/42.
3. Consider putting more of Flint Hills' land on both sides of Highway 52
back into GI- General Industrial
ISSUE: SIGN ORDINANCE (ordinance review goal)
GOAL: Up -date and improve the sign ordinance; enhance the look of commercial and
other areas of Rosemount via signage.
RESULTS: 1. Review the ordinance for gaps and inconsistencies.
2. Review the experience with signage to look for exemplary signs to be
encouraged and unsatisfactory signage to be discouraged by ordinance.
3. Review what other communities are doing.
POLICIES: The City will seek input from staff, business operators and residents.
BENCHMARKS: Review draft sign ordinance by Sept. 30, 2003.
