Parks & Recreation Commission
Dear City Council Members:
Thank you for allowing me the opportunity to serve on the parks and recreation
commission. I apologize for not being able to attend the interview process. I will be in
Monticello coaching a 7th grade boy's basketball team, in the state tournament. Please
accept my application, along with the responses in my absence.
I have been a Rosemount resident for the past 13 years. I am employed as a police
officer with the City of Apple Valley. For the past 10 years I have served as the police
officer assigned to Apple Valley High School (AVHS). At AVHS I have coached 9th
grade baseball, and girls JV golf. I also run the intramural basketball program. I am
married (wife Karen), and have three boys (Taylor -10 grade RHS) (Austin -7 grade
RMS) (Jackson -5t grade Shannon Park). I am currently coaching 7t grade boys
traveling basketball. I also serve on the board for Dakota Rev (field coordinator). In the
past I have coached RAAA in house basketball, baseball, volleyball, soccer, and track.
I have served on the parks and recreation committee since 1993 I have worked as the
commission chair, and vice - chair. I have enjoyed watching our city parks grow, and
become the envy of other cities. I have taken great pride in participating in the planning
of the new parks, and trails (Bloomfield, Evermore, Lions, Central, etc.). It has also been
rewarding to see the older parks (Connemara, Dallara, Camfield, Winds, Schwarz,
Central, etc.) get face lifts. The City of Rosemount was one of the first cities to have all
their parks play grounds meet all federal safety requirements. Also I like the parks and
recreation commission, and Dan Schultz's do it right philosophy when we begin a new
park. This means getting the right piece of property, surveying residents about needs,
putting in a quality play ground, sidewalks and trails, irrigation for ball fields, a good
landscape design, and parking lots if necessary.
Now for whyI want to continue to be part of this commission. I enjoy being part of a
group of people with different backgrounds and opinions. Then taking those back
grounds and opinions and building a consensus of what our community wants in a park. I
pride myself in being a commission member who takes the time to go out and walk future
development/park sites, reviews what developers have to say, listens to residents, and
then makes choices that are for the entire community /city. I look forward to working on
an athletic complex, aquatic center, senior center, and/or teen center, whatever and
which ever the residents and council bring forward. I feel that my past experience on the
commission has allowed me to gain a strong understanding of what our needs are as this
city continues to grow. I believe that the City of Rosemount needs an athletic complex,
more natural/open space parks (like Carrolls Woods), an aquatic center, inter connecting
trails system, and continued growth of our recreation opportunities. I have truly enjoyed
the time I have spent on the commission. I look forward to the growth and the work that
is ahead. Last but not least, this is just a lot of fun!

I am applying for this appointment because Rosemount is the place we have chosen as our home and where
we will raise our family. Secondly, I am applying because I want to be able to see the downtown
redevelopment (the current committee I'm on) continue. I truly want to be part of the body that makes this
city what it is and "creates" it for future generations.

By choosing Rosemount as the community in which we will raise our family, I have a vested interest in
seeing this city grow - not just in population, but also in services & increased revenue. My experience in
communication & troubleshooting, both in college and my current occupation, will be an asset to this
commission. I can visualize ideas in pictures, and have had experience in the building industry. My husband
very active in the building industry and I have gleaned a lot of knowledge from him and his business
associates. Additionally, in college, I did a lot of study on the layout of cities & streetscapes within my
studies. `Building" a city is where my interest lies and is the heart of why I believe that I would be an asset to
this commission.

City of Rosemount.
It is my belief that each resident, business owner, and property owner has a responsibility and
obligation to use their talents and/or training to contribute to the community. These contributions may
take many forms. My formal training and career experience have uniquely suited me to work with
infrastructure, land use planning, zoning, and development issues. These are also ongoing matters in
the City. Appointment to the Planning Commission would give me the privilege of using my
experience in service to the City of Rosemount.

I am a 22 year resident of Dakota County having moved to Rosemount about 15 months ago and
having spent about 20 years living in Eagan. I have thoroughly acquainted myself with the City of
Rosemount through a review of City Council, Planning, and Utility Commission minutes; Zoning
Regulations; the City's Assessment Policy; and the 2020 Comprehensive Plan. I have also stayed
current with critical City issues such as the Downtown Redevelopment Project and the Brockway Site
redevelopment.
As the Director of Municipal Services at TKDA I directly supervise a staff of engineers, planners, and
technicians that serve cities and towns of various sizes. I have been the consulting City Engineer for
communities such as Afton, Forest Lake, Lino Lakes, and Lindstrom and have dealt with challenges
on a daily basis similar to those facing Rosemount. I served as the Interim Community Development
Director in Lino Lakes for six months. The City of Lindstrom has retained me, through TKDA, to
attend all of their Planning Commission meetings to provide guidance in application processing and
reviews. Additionally, I am now also co- facilitating a highway corridor planning process with
extensive roadway and pedestrian capacity issues and downtown business. involvement for the City of
Lindstrom. In addition, I recently assisted two local communities in obtaining redevelopment grants
from the Metropolitan Council. (Please note that I have no conflict of interest on City matters as
TKDA currently has no work under contract for the City of Rosemount.)
Throughout my career experience I have prepared formal and informal reviews, reports, and
presentations for planning commissions. In a professional capacity, I participate regularly in Planning
Commissions and City Council meetings and public hearings on behalf of municipalities. I've viewed
literally hundreds of development, redevelopment, site, and building plans and proposals. I have also
assisted in the preparation of City ordinances, subdivision regulations, and policies.
Through my observance of elected and appointed officials, I believe I have developed an
understanding of what makes for effective public deliberation and discussion. I would bring an
independent, thorough viewpoint and a collaborative attitude to my role on the City's Planning
Commission. I have reviewed my workload and evening meeting schedule and can commit to the
time and effort necessary to properly serve the City of Rosemount as a Planning Commission member.
