AGENDA SECTION: Work Session PREPARED BY: Kim Lindquist, Community Development Director AGENDA .N ATTACHMENTS: Land Use Map APPROVED BY: RECOMMENDED ACTION: Provide staff direction ACTION: ISSUE A property owner in the vicinity of Hwy 3 and County Road 46 has indicated that they may be exploring expansion of an industrial use in the area. The expansion would leave a- vacant parcel immediately east of Hwy 3. Staff is concerned that the current zoning in that area may not attract the types of businesses the community would like to see at the primary southern gateway into the city. SUMMARY Properties located on both sides of Hwy - 3 - at - County Road 46 are zoned 1G General Industrial District. The permitted uses include asphalt, cement and concrete production, motor freight terminals, refinery and storage of crude oil, manufacturing and warehousing, mineral extraction, and adult uses. The road was relocated to its current location approximately three years ago and there hasn't been any discussion about land uses in the area. In meeting with the property owner, we could support expansion of his operation and lot split to facilitate it. However, the concern is how the IG property located in northeast quadrant of the intersection would be marketed for development. Staff believes the City should reevaluate the zoning in this area and perhaps rezone some of the properties or modify the existing zoning district standards and permitted uses. To facilitate this examination, a moratorium might be in order. It depends upon the level of comfort the Council has with the existing zoning in the area and what kind of performance standards could be accomplished with any future development. Staff is requesting direction from the City Council.
