As you are aware, the City has been working with MCES over the past two years to
allow for the introduction of City,stormwater into the proposed MCES treated effluent
outfall pipe from the Empire WWTP. The City's Comprehensive Stormwater
Management Plan identifies a future outlet to the Mississippi River along the same
general alignment.
The combination of stormwater flow with the MCES outfall pipe has significant
advantages which include timing, cost savings and reduced environmental impacts. At
this point, City staff has met with MCES staff on two occasions to review a draft
agreement between MCES and the City for the combined system. Based on a recent
meeting, MCES is working to revise the agreement and it is anticipated that a revised
agreement will be provided by the time of the work session.
Staff would like to review with Council the draft agreement and the terms of the
agreement. Depending on the outcome of this review and discussion, a final
agreement could be brought to Council at a future regular meeting for consideration
and approval.
