The City of Rosemount developed a Comprehensive Wetland Management Plan (CWMP) in
1998, amended in 1999, to address land development issues and how they relate to wetlands and
surface water bodies. The CWMP gives the City of Rosemount the authority to implement
wetland rules at the local level. The plan was developed with the help of the Department of
Natural Resources (DNR), the Dakota County Soil and Water Conservation District (DCSWCD),
the Board of Water and Soil Resources (BWSR) and City staff. The information within the
document includes wetland functional assessments and classifications, management strategies
and policy and wetland impact and replacement requirements. This information is used in the
land development process to address the issues associated with wetland impacts and how
individual wetlands are to be addressed. The plan is designed to maximize the benefit that
surface waters can provide to the environment and community.
City staff' is now proposing to update the policy and procedure as they relate to wetland impact,
replacement and management. Staff is proposing the following;
• Organize a wetland committee consisting of a member from the City Council, Planning
Commission, Utility Commission, wetland consultant (WSB & Assoc.) and City staff. The
committee will determine the City's objectives and priorities, and work to develop a policy
and plan to meet these objectives
• Upon completion, City staff will organize a meeting with the water resource related
agencies (DNR, BWSR, SWCD) for review and comment. Comments will be recorded and
addressed by City staff.
• The City will host a public informational meeting to introduce the plan and allow for public
comment. The general public will be given the opportunity to discuss the contents of the
plan with City staff and have their comments addressed.
• City staff will present the Comprehensive Wetland Management Plan to the City's Planning
and Utility commissions for review and approval. Staff will then present, the plan to City
Council for formal adoption. as City ordinance.
The Comprehensive Wetland Management Plan gives the City the ability to regulate the
activities that affect our water resources. It is important to have an up -to -date plan that addresses
the current regulations and priorities of the environment and community.
