It is necessary for the City Council to designate an official newspaper for the City of Rosemount. The official
newspaper will publish all required legal documents and notices for the City. Bids were received from the three
local papers: Sun Newspapers, Thisweek Newspapers, and the Rosemount Town Pages.
Currently the Rosemount Town Pages is the official newspaper. They have e -mail service to receive public
notices which is very convenient for all departments. The Rosemount Town Pages has added color occasionally
to their front page and the format was improved this year. The paid circulation is up to 1,425 for the Rosemount
Town Pages. The Town Pages bid is the lowest and allows for a discount for camera ready notices.
It is my recommendation to continue using the Rosemount Town Pages as the city's official newspaper.
If in the future, council weighs the readership as a higher priority than cost, the designated newspaper can be
changed any time during the year.
RECOMMENDED ACTION:
Motion to designate the Rosemount Town Pages as the City's official newspaper for the year 2003.

The Sun Current would like to be considered for.designation as the legal newspaper for the City of
Rosemount for the year 2003.
All published legal - notices are posted on our website (www.mnsun.com) at no additional charge.
This is an enhancement to the local news coverage already available on the Internet and will broad-
en the readership of your legal notices.
One of the main benefits of publishing your legal notices with the Sun Current is our home delivery.
Sun Newspapers has become the primary source of community news in the suburbs. Your notices in
our paper have the best chance of being seen and read.
Despite rising costs of operating our newspapers, there will be no rate increase during the calendar
year 2003. Our legal prices will remain the same.
The rate structure for legals effective . °anuary 1, 2003 will be:
1 column width: $6.75 per inch for first insertion
$3.38 per inch for subsequent insertions
There are 11 lines per inch
Two notarized affidavits on each of your publications will be provided with no additional charge.
T h deadline for regular length notices is 2:00 pm i ti he Wou� iesday prior to publication. €- mailing the
legal notices is an efficient and accurate way of getting the notices to us. The e -mail address for the
legal department is legals @mnsunpub.com. We still accept notices on disk, faxed or through the
mail. If you require more information to make your decision, please contact me or Meridel Hedblom,

It is hereby affirmed:
(a) The Rosemount Town Pages newspaper is printed in the English
language, is printed in newspaper format and in column and sheet form
equivalent in printed space to at least 1,000 square inches.
(b) The Rosemount Town Pages is issued weekly, 52 weeks per year.
(c) The Rosemount Town Pages newspaper averages 50 percent of its
printed space to paid advertising material and public notices.
The balance of printed space is given to news of local interest, sports and
community events.
(d) The Rosemount Town Pages newspaper has a paid circulation of 1,425
and distributes up to 1,425 without charge to residents on the Farmington
post office delivery.
(e) The Rosemount Town Pages newspaper is based at 320 Third St. in
Farmington, Minnesota.
(f) A copy of each issue of the Rosemount Town Pages newspaper is
mailed directly to the state historical society.
(g) The Rosemount Town Pages newspaper is available to anyone who is a
paid subscriber, or is distributed to them free of charge.
(h) The Rosemount Town Pages newspaper has complied with all the fore-
going conditions for over one year immediately preceding date of notice
of publication.
(i) The Rosemount Town Pages newspaper publishes second -class state-
ment of ownership and circulation, sworn to by the Rosemount U.S. Post
Office and a copy of same will be filed with the Secretary of State before
Jan. 1 of each year.

2003 legal printing rates
The price per inch for printing legals in the Rosemount Town Pages for 2003 will
be $4.07 for camera ready ads. For ads that are not camera ready, the rate will be
$4.60.

To the Mayor and city Council members:
Please accept the attached bid for legal newspaper status for the city of Rosemount. We
have a dedicated staff as well as the largest circulation to handle your legals in an
efficient manner. We would like to offer you three options for placing your legals.
The first option is to place your legals in The Dakota County Tribune. The Dakota
County Tribune has been serving the residents of Dakota County for over 100 years.
The second option is having the legals placed in the Rosemount Thisweek, a qualified
legal newspaper. Rosemount Thisweek offers the city the best vehicle for communicating
with the residents of Rosemount. By designating Rosemount Thisweek as your legal
newspaper, your legal notices will reach 4,278 homes in the city as well as in Apple
Valley Thisweek. Our most recent newspaper audit shows that 88% of Rosemount
residents read Thisweek Newspapers regularly.
We are also offering a lift rate from Rosemount Thisweek into the Dakota County
Tribune.
We are confident by offering you choices of the Dakota County Tribune, Thisweek
Newspapers, or both will better serve the residents of Rosemount. We can accept your
