The bids for the Bloomfield Park Project closed on Tuesday, November 26, 2002. This was the second
advertisement for this project. The first attempt resulted in bids that were well over the proposed budget. The
second bidding of this project included three options:
Option #1 - Construction of all parks components (except for the playground equipment).
Option #2 - Construction of all parks components (except for the playground equipment) and paving
the hockey rink.
Option #3 — To remove and replace all topsoil.
Attached are the bid results from the first and second bidding of the project.
The Parks and Recreation Commission and staff are recommending the Council receive all bids and award
project options #1 and #2 to the low bidder (Frattalone Paving Incorporated at $510,872.)
RECOMMENDED ACTION: Motion to receive all bids and award project options #1 and #2 to the low
bidder (Frattalone Paving Incorporated at $510,872.)

Dear Mr. Schultz:
Based upon our review of the bid results for the above referenced project, there are
multiple combinations of Bid Items, which depending on which ones are accepted, will
determine the low bidder. Also, Heselton Construction Co. did not include costs for
bringing power into the site and providing the transformer required to power the hockey
rink lights. We did an independent cost estimate based on information.prwided to us by
Dan Schultz of Xcel Energy. The cost to bring power to the site and supply the
transformer is $5,000.00. We have adjusted Heselton Construction Co.'s bid amounts
accordingly. The following is an analysis of the top three bidders based on the two bid
item combinations we discussed.
