A RESOLUTION REQUESTING THE COMMISSIONER OF TRANSPORTATION
FOR THE MINNESOTA DEPARTMENT OF TRANSPORTATION PREPARE
A SPEED STUDY ON CHIPPENDALE AVENUE FROM
145 STREET TO 160 STREET
WHEREAS, the City Council of the City of Rosemount deems it necessary to have an investigation of
the speed performed on Chippendale Avenue from 145 Street to 160"' Street, and
WHEREAS, the Commissioner of Transportation for the Minnesota Department of Transportation can
authorize such a study for the City of Rosemount.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount request the
Minnesota Department of Transportation perform an investigation into the speed limit along
Chippendale Avenue between 145' Street and 160 Street within the City of Rosemount.

RE: Request for Speed Study
Chippendale Avenue (145 Street to 160 Street)
As previously noted in a weekly update, Staff has been contacted by Mn/DOT regarding
the current posted speed limit of 30 MPH along Chippendale Avenue from CSAH 42 to
160 Street. Following a news story by KSTP regarding streets that have a posted speed
limit lower than the Mn/DOT authorized speed limit, Mn/DOT received several calls
regarding the above segment of Chippendale Avenue. Based on a speed study prepared
by Mn/DOT in 1982, the Mn/DOT authorized speed limit for Chippendale Avenue from
CSAH 42 to 160 Street is 45 MPH.
Speed limits for local streets, county roads and state highways are regulated by Mn/DOT
and based on State Statute. Speed limits on local roads are established based on
parameters established by State Statute. For local roads designed for a specific speed and
that meet the definition for an urban district, the local government has the authority to
establish the speed limit at 30 MPH. When Chippendale Avenue was reconstructed in
1997, based on the adjacent residential development, it was thought that the roadway met
the definition for an urban district and therefore the speed limit was established at 30
MPH. City staff, at the time, was not aware of the previously completed Mn/DOT speed
study of 1982. It was intended that once the adjacent area along the corridor was
developed, a request for a speed study would be made to Mn/DOT.
In the event that Mn/DOT completes a speed study, the recommend speed limit from the
study supersedes the statutory speed limit, whether higher or lower. With the
development along Chippendale Avenue, a speed limit of 45 MPH may not be
appropriate. To ensure that the current speed limit is appropriate for the conditions, Staff
is recommending that a formal request be made to Mn/DOT for the completion of a new
speed study for Chippendale Avenue. To ensure that the speed limit along Chippendale
Avenue is consistent, Staff is recommending that the speed study also be completed for
the segment of Chippendale Avenue north of CSAH 42 to 145 Street.
The attached resolution is a formal request to Mn/DOT for the completion of a speed
study.
