"Connectedness" with future development is the primary issue, as well as the typical considerations of compliance with development and lot standards. This review is intended to focus on the general issues of land use, street and lot design. The next phase of preliminary plat will examine the details of drainage, grading, easements, landscaping, tree preservation and utilities. Because the property is adjacent to County Road 38, it is subject to the approval of the Dakota County Plat Commission at the time of Plat. Additional right -of -way may be required for CR 38. The single - family land use is consistent with the Comprehensive Plan as well as the R -1, Low Density Residential zoning with the elimination of several minor variances. PLANNING COMMISSION PUBLIC HEARING One property owner from the area north of County Road 38 asked about the timing of upgrading CR 38. Staff informed the audience that Dakota County had no plans for road improvements in the Capital Improvement Plan. Eventually, development will cause the need for the road improvements. In this case, the developer would be expected to escrow their share of the cost of the future project. Staff also indicated that most of the traffic would be using Connemara Trail through Biscayne Pointe Fifth Addition. The Commissioners, then adopted a motion to recommend approval with one typo error identified. RECOMMENDED ACTION: Motion to adopt a resolution approving the concept Residential Planned Unit Development for Tollefson Development. ACCESS AND CIRCULATION Specific recommendations concerning street design and grading issues are detailed in the attached memo from Anthony Anderhold dated May 2. 2003. Three street connections are proposed to the outer edge of the development. A north -south through street connects the north side with the unimproved rural County Road #38 (135 Street) to the south side, ultimately to Connemara Trail. The other street connects to the Fritz property on the west side for future development. The westerly Fritz property has two other possible connections, one to CR 38 (Bonaire Path) and 136 Street. The Flach property on the east side is not connected. It is assumed that a single cul -de -sac will be extended north from 136 Street, with possible connections to an extended Bacardi Avenue. There are no current plans for upgrading 135 Street. A recommendation will require funds for the development's share of the upgrade project will be escrowed for the future. LOT DESIGN / ISSUES The lots along the northern edge have additional depth along 135 Street because of a 133 -foot wide pipeline corridor. It is unlikely that landscaping for buffering the impact of the collector street will be possible within May 27, 2003 Planning Commission Reviews — Abbott Addition PUD Concept Review Page 2. the easement. However, 135 Street has only a collector street designation, meaning that the buffer expectations are not extensive. Cul -de -sac, measured at side yard setback The affected side yards of Lots 3 and 6, Block 2 relate to lot lines that are not radial to the cul -de -sac. That means that the building envelopes for the lots are "squeezed" between the turn- around and the outer edges of the development. PARKS, TRAILS & SIDEWALKS No land is proposed for park development in this immediate area. Park dedication will be cash. A trail is required for the south side of 135 Street, and sidewalks are recommended for the east side of Birchwood Avenue and the south side of Basswood Street (which will be a numbered street if consistent with the Dakota County street naming system). CONCLUSION The concept is generally consistent with standards with a few minor exceptions that can be resolved in the preparation of plans for the preliminary plat. The only incentive for PUD is if the Developer proposes a multiple phase project that may benefit from a PUD agreement guaranteeing approval of future final plats in successive phases. Given the anticipated construction of Connemara Trail in the vicinity and Biscayne Pointe 5 th Addition this summer and possibly into 2004, this project is expected to be a 2004 project. RECOMMENDED ACTION: Motion to recommend that the City Council approve the concept for the Abbott Addition subject to: 1. Incorporation of recommendations of the City Engineer relative to drainage, easements, grading, streets and utilities as specified (but not limited to) in the attached memo dated May 2, 2003. 2. Conformance with the requirements for Preliminary and Final Plat including Subdivision Development Agreement, and approval by the Dakota County Plat Commission. 3. Elimination of identified lot dimension deficiencies of Lots 3, 6, 8 and 9 Block 2. 4. Provision of a temporary cul -de -sac at the western terminus of "Basswood Street" if required by the Fire Marshal. 5. Provision of a Bituminous Bike Trail on the south side of 135 Street West, and sidewalks on the east side of Birchwood Avenue and the south side of "Basswood Street ". 6. Final Plat Approval will depend on completion of Birchwood Avenue to the south, and Connemara Trail as the primary access for the development. Aderhold, Project Engineer Pk DATE: May 2, 2003 RE: Abbott Addition Concept Plan Review After reviewing the Rosemount Abbott Addition dated April 14, 2003, the Engineering Department would like to make the following comments: • The plat will need Dakota County Commissioner's approval per the Dakota County Contiguous Plat Ordinance. It is anticipated that 50 feet of right -of -way will be required to be dedicated. • Northern Natural Gas or the current holder of the easement along County Road 38 will have to approve the plat. • Dakota County approval will be required for the proposed Birchwood Avenue connection to County Road 3 8. • The proposed intersection of Birchwood Avenue and County Road 38 shall not exceed a grade of 2% for a minimum distance of 200 feet from the intersection. • Driveways along Birchwood Avenue, Block 3, Lots 3,4,5,9,10 appear to exceed a 10% slope. The maximum driveway, grade is 10 %. • Grading should correspond to the as -built grading plan for the Biscayne Pointe 5 th Addition. • Clearing and grubbing limits should be depicted on plans. • The location of the existing well and septic system shall be shown and noted to be abandoned and/or removed in accordance with applicable codes. •. The maximum allowable slope is 4:1. • For the rear yard drainage of Block 2, a minimum 2% grade shall be maintained to promote drainage. GAAnthony\Plan Reviews\AbbottPlan.doe • Per the City of Rosemount's Comprehensive Storm Water Management Plan, the following will be required: 1. Provide drainage calculations to demonstrate adequate rate control, storage and infiltration. 2. The site will be required to store a run -off volume of a 100 -year, 24 -hour storm event. 3. Regional ponding is unavailable for the site at this time; therefore, on -site storage of a 100 -year, 10 -day snowmelt will be required on an interim basis. When regional ponding becomes available, the on -site storage basin can act as a pretreatment basin for the regional pond that is classified as a Manage I wetland according to the City of Rosemount's Wetland Management Program. A Manage I wetland requires pretreatment. 4. It is proposed to have drainage off the site on the west side onto the adjacent property similar to the existing drainage pattern. Rate control will have to be demonstrated to verify that pre - construction and post- construction flow rates are the same. The sidewalks and trails should be consistent with neighboring developments including a sidewalk on the east side of Birchwood, a sidewalk on the south side of Basswood and a trail on the south side of 135' Street.
