Negotiations for the years 2004 and 2005 labor agreement with AFSCME Local #3857 have been completed.
The union and the city have reached tentative agreements on the following items:
1. A 3% wage increase for 2004 and 2005.
2. Clarification of contract language relating to seniority that defines seniority as the length of continuous
service with the City.
3. Clarification of contract language relating to the "buyout provision" of sick leave.
4. Establishment of a voluntary bi- weekly payroll deduction to AFSCME's political fund.
5. Establishment of a post retirement health care account.
The City has also provided a memorandum of understanding that the City will discuss any changes to the
current baseline health insurance plan with employee groups, including representatives of the AFSCME union,
as cost increases are identified later in the year 2003. This understanding relates to Article 24. 1, Group Health
Insurance, in the contract for 2004 -2005.
RECOMMENDED ACTION: MOTION TO APPROVE THE LABOR AGREEMENT FOR AFSCME
LOCAL #3857 FOR THE YEARS 2004 AND 2005 AND TO AUTHORIZE THE NECESSARY
SIGNATURES.
COUNCIL ACTION:
