The townhouses are detached like Pulte's "Enclave" and therefore permitted under R -1 single - family zoning. Various plan revisions have occurred through the process as a result of staff recommendations and the Planning Commission review. The Developer has also provided additional detail as required: I . Access to the potential future development area isolated by the rail spur. Tlae single private ,street extension has been supplemented by another: access paint that can become a loop rather than a cul-de-sac. Both are stubbed out with turn -a- rounds that need to conform to Fire Mtrl's criteria. 2. of long and winding driveways to the town -home units. Long, winding individual driveways have been consolidated, or replaced by re- orientation of units to the common driveways. 3. Private street design refinements — examining the potential for increasing the off -set between the single4amily cul -de -sac and the south easterly loop entrance to the detached town- homes. This has been accomplished- the off -set is 265 feet centerline to centerline. 4. Landscape enhancements for buffering the dissimilar housing units and common driveways. 5. Adjusting the location of individual units to ensure compliance with townhouse standards, 6 The ordinance standards require 1,000 sq. ft, finished square feet and 440 sq. ft. garages (20 ft. min. in each direction). In addition., all sides must be treated similarly as the front with materials, trim detail etc. The PUD approval will require conformance -with all applicable single family and townhouse housing standards. Since there is still a dispute about the title to the land downstream from that plat that Progress intends to dedicate to provide storm water ponding, we should add a condition to the resolution something like: "The developer will provide good title to downstream areas that are intended to provide ponding for surface water runoff from the platted property." Execution of a PUD Agreement to secure the expectations of the Developer installed amenities and improvements including architectural and landscaping exhibits and any concessions made by the City. 2. Incorporation of recommendations relative to drainage, easements, grading, street design and utilities by the City Engineer. 3. Conformance with all applicable building and fire codes with emphasis on circulation and maneuvering for emergency vehicles and fire hydrants as directed by the Fire Marshal. 4. Execution of a subdivision development agreement and conformance with the requirements for final plat. 5. Landscape enhancements to buffer dissimilar housing units and common driveways and to ensure sufficient space for the required landscaping in conformance with concept approval. , 6. Public Hearing: Rosewood Village Preliminary Plat This preliminary plat is for the townhouse portion of the Rosewood Village development south and east of Greif Brothers and south of 145` Street. They have modified the access to the future development by creating another access point to make a looped street that will have turn - grounds specified by the Fire Marshal. Some of the longer driveways have been consolidated and replaced by reorientating the units. They have made slight revisions to the private street design to increase the off -set between the single- family cul -de -sac and the southeasterly loop entrance to the detached townhomes to 265 feet. As a result of these revisions, there are now 61 total units. Other changes that will need to be made include units 14 and 15 meeting the 30 foot setback requirement.from Lot 1, Block 1 and unit 4 needs to meet the minimum 20 foot setback to the common driveway. Additional landscaping will be needed for units 3, 4, and 10 to screen the common driveway. They also need to add more landscaping between units 12 -20 across from Lots 1, 17, 18, 20, _and 21, Block 1 to screen the driveway from single- family Lots 17 and 18. Mike Olson, Progress Land Company, was present to answer any questions. Chairperson Weisensel opened the public hearing. There were no comments MOTION by Weisensel to close the public hearing. The preliminary plat is to sub 'vide 1.66 acres into four single - family lots. At e previous meeting, the developer presente he Commission with three alternative de ', s. The developer was anticipating having detailed dra ings for the preferred concept in ti for this meeting but was unable to meet the deadline. Bea Sa'rnas, 14709 Cimarron venue, presented a letter to the Commission from several of the adjacent property owners pre ng their concerns over this concept plan.
