Project Summary, Project Layout
On an annual basis, the Minnesota Department,of Transportation (Mn/DOT) accepts applications from cities for
project candidates to receive funds from Mn/DOT through the Municipal Agreement Program. The application
deadline for Mn/DOT Fiscal Year 2005 (7/1/04- 6 /30/05) is October 17, 2003. A layout and estimate of costs
(attached) for 1.) Improvements to Trunk Highway 3 at Connemara Trail and installation of a signal system; 2.)
Improvements to Trunk Highway 3 at South County Road 38 (132 °d Street); and, 3.) Improvements to Trunk
Highway 3 at north County Road 38 (McAndrews Road) and installation of a signal system have been prepared
to include with the submittal of an application to Mn/DOT.
As part of the application packet, the attached resolution - requesting Mn/DOT participation in the project and
indicating the City's willingness to participate in the project is required.

Letter of Support for Mn /DOT Cooperative Agreement Project
Dear Mr. Brotzler:
The above referenced project includes improvements to the intersections of
Trunk Highway 3 and County Road 38 and Trunk Highway 3 and County State
Aid Highway 38 in the City of Rosemount.
Trunk Highway 3 will be widened to create left and right turn lanes at each
intersection. C.R. 38 and C.S.A.H. 38 will be widened to provide two approach
lanes to Trunk Highway 3. A traffic signal system will be included in the project
at Trunk Highway 3 and C.S.A.H. 38 if Mn /DOT determines a signal system is
justified.
Because of the benefits of this proposed public improvement to the overall
transportation system that serves Rosemount and Dakota County, the County
supports Rosemount's application for Mn /DOT Cooperative Agreement funding.
County funding for the work on the county highway system and the possible
traffic signal system will be in accordance with applicable Mn /DOT and County
cost sharing policies.

A RESOLUTION REQUESTING A COOPERATIVE AGREEMENT PROJECT
WITH THE MINNESOTA DEPARTMENT OF TRANSPORTATION
FOR IMPROVEMENTS ON TRUNK HIGHWAY 3
WHEREAS, the City Council of the City of Rosemount has determined that safety improvements are
required on Trunk Highway 3; and
WHEREAS, the City of Rosemount and the Minnesota Department of Transportation have discussed
the need for safety improvements on Trunk Highway 3 because of increased traffic volumes and the
addition of Connemara Trail; and
WHEREAS, the Minnesota Department of Transportation has indicated a willingness to participate in
the is project.
NOW THEREFORE BE IT RESOLVED, that the City of Rosemount requests the Minnesota
Department of Transportation to participate in the safety improvements on Trunk Highway 3; and
BE IT FURTHER RESOLVED, that the City of Rosemount, Minnesota is willing to participate in a
Cooperative Agreement Project with the Minnesota Department of Transportation and share costs of the
needed improvements.

Subject: Mn/DOT Fiscal Year (FY) 2005 (7/1/04 - 6/30/05)
Municipal Agreement and Access Management Programs
Solicitation for Projects
The Metro Division is currently accepting candidate projects for the Fiscal Year (FY) 2005 Municipal
Agreement Program. The budget for the FY 2005 Municipal Agreement Program is-anticipated to be
approximately 2.5 million dollars. This reduced level of funding will result in more competition for the
available funds. As in the past, the maximum contribution from Mn/DOT for any individual project
will remain at $500,000.
The Municipal Agreement program provides funding to construction projects that are initiated and
administered by local agencies and provide a'benefit to both the local community and the trunk
highway system. These funds are intended to pay for a portion of the construction costs of the project,
R/W and design costs are not eligible for funding. Metro Division's participation in these construction
projects is based on Mn/DOT' s Cost Participation Policy. This policy can be viewed at the following

The selection of these projects is based on the Metro Division's Transportation System Plan (TSP).
The basic categories for selection, in order of priority are:
1. Preservation (drainage revisions, restoration)
2. Management (access changes, safety, EVP, frontage road revisions)
3. Improvement (new frontage roads, by -pass lanes, turn lanes)
4. Expansion (turn lanes, new intersections, new signals)
5. Site Development (this category has always been determined to be 100% locally funded)
When preparing your request letter please take these categories into consideration in describing the
benefits of the project. Additional information on these categories is contained in the attached
document.
A great deal of planning must occur to ensure that the proposed projects are developed into designs that
meet the needs and requirements of all involved parties. Preliminary discussions with the appropriate
Mn/DOT Area Manager are an essential part of this planning.
Project proposals should be prepared and submitted by October 17, 2003 to be considered for the FY
2005 program. It is anticipated that the actual project selection will occur in late December of 2003 or
early January of 2004 with the funds becoming available July 1, 2004.

The following items need to be included in the submittal package, please submit 10 copies of each item
submitted. This number of copies allows a quicker review by Mn/DOT functional areas.
1. Request letter from the local agency describing the project and requesting funding through the
Cooperative Agreement Program. Include the estimated Mn/DOT funding and trunk highway
benefit(s).
Attached to this letter should be any supporting documentation (studies, reports, SJRs etc).
2. A geometric layout of the proposed project. This should be as detailed and complete as possible so
that a clear picture of the proposed project and benefits are shown.
3. Cost estimate. This should include the total project cost, the contribution from any partners and the
amount requested from the Cooperative Agreement Program.
4. A signed Local Agency Resolution stating that the local agency is requesting funding from Mn/DOT
through the Cooperative Agreement Program and if funding is provided, the city will complete the
project. This document must include the appropriate signatures, seals etc.
5. A "one page summary" of the project listing reasons for the project, benefits and proposed costs.
This document will be handed out to the Selection Committee to serve as a quick reference during the
actual selection process.

Project Selection Categories
The categories, which follow, have been developed in accordance with the overall
regional philosophy of "preserve - manage - improve - expand ".
The five categories are as follows:
I. Preservation
Replacement or rehabilitation of existing infrastructure in presently poor
condition. (preservation driven projects may include other elements as well,
but the primary justification of the project is existing infrastructure in poor
physical condition). Projects may include resurfacing, bridge deck
replacement of extremely deteriorated bridges, sewer separation, drainage
facilities, etc.
II. Management
Management driven projects will focus on managing existing infrastructure
and prevention of deterioration of safety and operation/mobility. Projects may
include access control, safety, traffic, H.O.V., transit support, park & ride
lots, sidewalks or trails, and minor geometric improvements at intersections.
III. Improvement
Improvement projects focus on serving the needs that have occurred over time
and. not due to recent development(s) in the area. Projects may include turn
lanes, by -pass lanes, and new signals. A fine line separates an Improvement
project form an Expansion project -and other benefits of the project may help
the determination:
IV. Expansion
Expansion projects are driven by expanding or redeveloping areas and usually
serve a local area or development. Possible projects would include new
access for street or large commercial development, turn lanes or signal at
existing intersection or a new through lane for congestion relief.
V. Mitigation of Needs Caused by Site Development
No State cost sharing will occur with these projects.

Mn/DOT Cooperative Agreement Funding Submittal
WSB Project No. 1558 -00
The Minnesota Department of Transportation (Mn/DOT) annually solicits requests for a
municipal cooperative agreement funding. In the past, the City of Rosemount has taken
advantage of these funds for improvements to TH 3 through the City. This solicitation
process is currently underway with a submission deadline of October 17, 2003.
For fiscal year 2005 (July 2004 — June 2005), City Staff has identified a potential
cooperative agreement project for TH 3 between Connemara Trail and the north CR 38
(125 Street) intersection. The attached figure illustrates the proposed concept. The
improvements would include:
1. TH 3 at Connemara Trail
■ Construction of a potential new traffic control signal system
2. TH 3 at CR 38 (132 Street)
■ Widening TH 3 with the addition of left -turn and right -turn lanes for the
northbound and southbound approaches.
■ Widen CR 38 (132 Street), westbound, to a two -lane approach with a
through/left -turn lane and right -turn lane.
3. TH 3 at CR 38 (125t Street)
■ Widen TH 3 with the addition of a northbound left -turn lane and
southbound right -turn lane.

■ Widen CR 38 (125 Street), eastbound, to a three -lane approach with a
left -turn lane, through lane, and right -turn lane.
■ Construction of a potential new traffic control signal system at the
intersection.
4. Access Improvements
■ Close the access to the Triangle Warehouse and the Brockway Golf
Course and relocate this access to CR 38 (132 Street).
■ Work with the property owner on the west side of TH 3 to combine his
two access points or relocate both accesses to Dodd Boulevard.
As part of the municipal Cooperative Agreement Program, Mn/DOT will fund up to
$500,000 per project. The preliminary estimated cost for this project including the
anticipated Mn/DOT contribution and City and /or County contribution is as follows:
(1) Mn/DOT will pay 8% of construction engineering
In order to proceed with this submittal to Mn/DOT, a resolution is required by the City,
indicated that they are willing to participate in the cooperative agreement project with
Mn/DOT and share in the cost of the project.
