This correspondence is in response to Mr. Stiles comments to the City Council at the September
16, 2003 Regular City Council meeting regarding the drainage issues that exist on his property
located at 3515 147 Street West.
As you may recall, during the development of the Chippendale Avenue / CSAH 42 project, Mr.
Stiles addressed the City Council regarding an existing drainage issue in the rear area of his
property. In response to Mr. Stiles' comments, a topographical survey of his rear yard area and a
review of the existing storm sewer system were completed. Based on the survey, it was
determined that the rear yard area of Mr. Stiles property is fairly flat with several low spots and
depressions that appear to retain water. It was also determined that due to the existing elevation
of the beehive catch basin located in Mr. Stiles rear yard, the improvement of positive drainage to
this catch basin would not be feasible.
In reviewing the existing conditions, it was determined that as part of the Chippendale Avenue
CSAH 42 project, the existing beehive catch basin and storm sewer located in Mr. Stiles rear
yard area could be replaced with a flared end section inlet at an elevation approximately 2 feet
lower than the inlet elevation of the existing beehive catch basin. The lowering of the storm
sewer outlet for this area would provide for the opportunity to re -grade the rear yard area and
improve the drainage. On June 10, 2003, City staff met with Mr. Stiles to review the proposed
improvements. At this meeting, and as noted in the attached June 27, 2003 letter to Mr. Stiles, it
was discussed that the City as part of the Chippendale CSAH 42 project could replace the
existing storm sewer system as proposed but that the re- grading of private property would need to
be completed by Mr. Stiles. It was also noted that as the replacement of the existing storm sewer
system would require work to be completed by the City's contractor on private property, the City
would need to obtain written permission in the form of a right -of -entry from Mr. Stiles prior to
proceeding with the work.
As a separate item, Mr. Stiles has indicated concerns regarding the paving of his driveway and
the drainage issues that would be created by paving his driveway. Upon review of the situation
and as discussed with Mr. Stiles, the paving of his driveway and suggested drainage issues that
would result along the side yard area of his property is a separate issue from the rear yard
drainage issue. To date, City staff is not aware of any documentation that has been submitted to
demonstrate that a drainage issue exists or would be created along the side yard area of Mr.

Stiles' property as a result of paving the driveway.
At this time, the proposed storm sewer modifications as outlined above have been deleted from
the Chippendale Avenue / CSAH 42 project. It should be noted that future improvements along
Chippendale Avenue would likely include only the improvements proposed above and as
outlined in the June 27, 2003 letter to Mr. Stiles. Grading modifications that may be necessary to
improve drainage would still be the responsibility of the property owner to complete.

This letter is serving as a follow -up to our meeting held on June 10, 2003, regarding your rear -
yard drainage problems. At this meeting, it was proposed that the existing catch basin located in
your backyard be replaced with a flared end section to give up to 2 feet of extra depth for
positive drainage. It was noted that a small area of approximately 20 -feet in diameter, with the
flared end section being the center, would need to be graded to complete the construction. For
the City's contractor to complete this work a representative from the City will meet with you to
have you sign a right -of -entry form before construction commences to allow us on your property.
The contours on the attached map show that your backyard is very flat with separate low -lying
areas. The installation of the flared end section will not alleviate all of the drainage issues in
your backyard without the effort of additional grading that must be taken on by yourselves as the
homeowners.
