Applications will be received through March 7th, 2003. Council has a goal setting workshop set for March 14 and 15. Saturday morning, March 22nd has been suggested as a possible time for interviews. Please check your calendars and a date can be discussed. ATTACHMENTS: A hand -out will be distributed by Great APPROVED BY:.! / River Energy at the meeting Background Staff has previously made the City Council aware that Great River Energy, a generator of electricity for power cooperatives serving a large portion of Minnesota, proposes to build a power plant in Rosemount. Great River Energy's Vice - president Rick Lancaster will present a summary of the proposed plant. The plant would be fueled mostly by natural gas, and would be located east of Highway 52 and north of Co. Rd. 42, just east of the golf course. State law authorizes the Minnesota Environmental Quality Board to pre -empt a city's zoning and other local controls in locating a power plant. The Minnesota legislature has also granted exemptions from the personal property tax on machinery and equipment for a number of power plants built in recent years in the state. Great River Energy is seeking such an exemption; nevertheless, the City of Rosemount - would receive a significant amount of real estate tax front the facility. Great River Energy would purchase far more land (over 250 acres) than is needed for the plant; how and whether that land would be developed is unknown at this time. Great River Energy is seeking the City of Rosemount's support for its request for an exemption from the personal property tax. Staff suggests that this support be offered only in exchange for understandings between Great River Energy and the City of Rosemount regarding the future development of its unneeded land and other important issues.
