For City Council consideration and approval is a recommendation to approve 2004 salary ranges for
all non - union positions. Pay recommendations are based on three factors: pay equity compliance,
comparability with other Stanton VI cities, and market rate adjustment. If approved, 2004 salary
ranges would be as follows:

Listed as follows are the businesses that have applied for renewals of their respective liquor licenses for
2004:
American Legion Post 65 Club On Sale Liquor License and Special Sunday
AMF City Limits On -Sale Liquor License, Type B, and Special Sunday
Celts On -Sale, Type B, Liquor Lic. And Special Sunday
McDivot's Sport Pub & Eatery On -Sale, Type B, Liquor Lic. and Special Sunday
Rosemount Liquors, Inc. Off -Sale Liquor License
Shenanigan's 14605 S. Robert Tr. On -Sale, Type A, Liquor License, and Special Sun.
Shenanigan's 15047 Crestone Ave. Off -Sale Liquor License
TOP'S Pizza & Hoagies Wine - On Sale (which also allows strong beer)
VFW Post 9433 Club On -Sale Liquor License and Special Sunday
The applicants have paid the appropriate license fees and submitted a Certificate of Insurance listing
the required amounts of liability insurance. Celts and McDivots have provided the required certificate
from their auditor stating that 51% or more food sales have been achieved. City Limits is a Type B
also, but 25% of food sales are required for bowling establishments. City Limits food sales were over
28 %.
Police Chief Kalstabakken has recommended approval of these renewal applications and issuance of
the licenses.

RECOMMENDED ACTION: MOTION to approve the applications for renewal of liquor
licenses as listed above for the year 2004 subject to receiving all license fees and Certificates of
Insurance.

SUBJECT: 2004 Liquor License Renewals
As part of the renewal process for the liquor licensees, a review of the police calls for service at
each of the establishments was conducted.. During the proceeding 12 months, there have not
been calls at any of the businesses that appear to be a cause for concern. The review included a
comparison of the type and total number of calls at each establishment for the past year
compared to prior years. Activity at each of the businesses is consistent with prior years.
Council did impose an administrative penalty against AMF City Limits during the year for a
license violation; there have not been any recurring problems at City Limits since that action was
taken.
In addition, basic background checks were conducted on each of the owner(s) or manager(s)
submitting applications for licensere. There was no information gathered from the checks that
prohibit the licensing of any of the applicants.
