As you may recall, the City of Rosemount submitted the attached May 28, 2003 letter to Dakota County
regarding the development of Dakota County's 2004 -2008 Capital Improvement Program (CIP). Based on that
letter, the attached letter of response was received from Dakota County outlining the status of projects to be
included in the County's 2004 -2008 CIP. At this time, Dakota County is requesting a resolution from the City
supporting the City's requests for the 2004 -2008 CIP. The attached resolution for Council consideration
outlines the specific projects.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION SUPPORTING THE DAKOTA
COUNTY 2004 -2008 TRANSPORTATION CAPITAL IMPROVEMENT PROGRAM.

A RESOLUTION SUPPORTING THE
DAKOTA COUNTY 2004 -2008 TRANSPORTATION CAPITAL IMPROVEMENT PROGRAM
WHEREAS, Dakota County has asked cities and townships to request projects for inclusion in the
Dakota County 2004 -2008 Transportation CIP; and '`
WHEREAS, the following transportation projects are important to the City of Rosemount; and

Advanced street name signage on eastbound and westbound CSAH 38 at Shannon Parkway
WHEREAS, the City of Rosemount intends to participate in costs associated with these projects in
accordance with the applicable county cost sharing policies.
NOW THEREFORE BE IT RESOLVED, the City of Rosemount hereby requests that these above -
mentioned projects be included in the Dakota County 2004 -2008 Transportation CIP for construction in
the year indicated; and
NOW THEREFORE BE IT FURTHER RESOLVED, the City of Rosemount hereby requests that
the following projects be included in the Dakota County 2004 -2008 Transportation CIP for construction
Project
Turn Lane and Bypass Lane on CSAH 38 at Shannon Parkway
Signa a system and intersection improvements on CSAH 38 at Trunk Highway 3
Bituminous pathway on eastside of CSAH 33 (Diamond Path) from CSAH 42 to Evermoor Parkway

Re: Dakota County 2004 — 2008 Capital Improvement Program
Dear Ms. Anderson:
As requested, the City of Rosemount would offer the following comments and requests for
projects as part. of Dakota County's 2004 - 2008 Capital Improvement Program:
1. Right turn lane on eastbound County Road 38 and by -pass lane on westbound County Road'
38 at the intersection with Shannon Parkway.
2. Advance street name signing on eastbound and westbound County Road 38 for Shannon
Parkway.
3. Signal system and intersection improvements on County Road 38 at Trunk Highway 3.
4. The City would request that funding for the reconstruction of the CSAH 42 / TH 52
Interchange be identified in future Dakota County Capital Improvement Programs. This
would also include funding for the official mapping of the CSAH 42 rights -of -way needs for
the project.
5. The City would request that funding be, identified for the construction of a bituminous
pathway on the east side of CSAH 33 (Diamond Path) from CSAH 42 to Evermoor Parkway.
6. The City continues to request and fully supports the construction of a library within the City
of Rosemount.
7. The City supports the reconstruction of CSAH 33 (Diamond Path) from CSAH 42 to 145`
Street.
8. The City supports the reconstruction and improvement of County Road 73 (Akron Avenue)
from CSAH 42 to the north corporate limits.

SUBJECT: Transportation D partment Responses to City/Township Comments on the
Dakota County 2004 -2008 CIP
This spring staff began work on the 2004 -2008 County Capital Improvement Program (CIP).
Your city /township was mailed a copy of the 2003 -2007 CIP with a request for comments and
proposals for additional projects to be included in the 2004 -2008 CIP. We have received your
requests and met with many cities and townships to develop a draft CIP. Unfortunately, funding
constraints have not allowed all projects to be included as requested.
Attached is a copy of the Transportation Department's draft responses to your 2004 -2008 CIP
requests. The County Administrator and the County Board have not reviewed these comments.
The County Administrator will review these comments this month and the County Board in
September.
Dakota County requests a resolution from the city /township supporting their 2004 -2008 CIP
requests by August 29, 2003. A sample resolution is attached: If the draft CIP does not fully
address all of your project requests, you may want to add an additional "NOW, THEREFORE,
be it further resolved, that the City/Township of hereby requests the following projects be
considered for possible inclusion in the future Transportation CIPs" and list any projects that are
currently not included in the draft 2004 -2008 CIP.
